Kraus <br /> <br />Council Members <br /> <br />Karl W. Brown <br />Robert L. Cavazos <br />Berry R. James <br />Tess Norris <br />John J. Stokes <br />Ed Tarbutton <br /> <br />City Manager <br />City Secretary <br />City Attorney <br /> <br />A. C. Gonzalez <br />Doriss Hambrick <br />Barbara Edwards <br /> <br />Also Present: Gordon Thompson, Fraye Bost, Jake Krauskopf, Allyn <br />Gill, Jeff WatKins, Lanny Griffith, Jerri Martin, Adrian Huckabee, <br />Melissa Millecam, Sharyl Werner, Beth Morrisset, John Kreczmer, <br />George Gilbert and others. <br /> <br />The Mayor called the meeting to order at 7:00 p.m. <br /> <br />The Mayor introduced for consideration award of bid for North <br />Industrial Pumping and Water Storage Facility. A report on the <br />bids received and evaluation of the bidders is attached. Mr. <br />Tarbutton asked if additional engineering expense might be incurred <br />by awarding the bid to the apparent low bidder. Adrian Huckabee, <br />representing Freese & Nichols, Inc., City consulting engineers, <br />advised Council that low bidder was relatively inexperienced and <br />had not completed two of his three previous projects on time. Mr. <br />Huckabee said that, in his experience, jobs done by a contractor <br />with such a history often required a higher degree of inspection <br />which could increase the engineering costs. Questioned by Mr. <br />Stokes, the City Attorney reported that timely completion of a <br />project was a valid factor in rejecting a low bidder. The Mayor <br />stated his concern about the City's utility extension policy for <br />industrial development. He felt that the City has done its share <br />and that Council should now place financial emphasis on housing <br />that is much needed in the City. Mr. Stokes stated that the <br />Industrial Foundation had raised monies to keep from asking the <br />taxpayers to help finance industry to establish themselves here. <br />He felt the Foundation had not paid its share and therefore recommended <br />that the City should fund only one-half of the job and the Foundation <br />the other half. Mr. James moved to accept the second low bid by <br />Psencik Construction Co. for $111,844. Mrs. Norris seconded the <br />motion.
