. I I I 123 MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 3, 1980 PRESENT: Mayor Kenneth V. Kraus Council Members Karl W. Brown Robert L. Cavazos Berry R. James Tess Norris John J. Stokes Ed Tarbutton City Manager City Secretary City Attorney A. C. Gonzalez Doriss Hambrick Barbara Edwards Also Present: Gordon Thompson, Fraye Bost, Jake Krauskopf, Allyn Gill, Jeff WatKins, Lanny Griffith, Jerri Martin, Adrian Huckabee, Melissa Millecam, Sharyl Werner, Beth Morrisset, John Kreczmer, George Gilbert and others. The Mayor called the meeting to order at 7:00 p.m. The Mayor introduced for consideration award of bid for North Industrial Pumping and Water Storage Facility. A report on the bids received and evaluation of the bidders is attached. Mr. Tarbutton asked if additional engineering expense might be incurred by awarding the bid to the apparent low bidder. Adrian Huckabee, representing Freese & Nichols, Inc., City consulting engineers, advised Council that low bidder was relatively inexperienced and had not completed two of his three previous projects on time. Mr. Huckabee said that, in his experience, jobs done by a contractor with such a history often required a higher degree of inspection which could increase the engineering costs. Questioned by Mr. Stokes, the City Attorney reported that timely completion of a project was a valid factor in rejecting a low bidder. The Mayor stated his concern about the City's utility extension policy for industrial development. He felt that the City has done its share and that Council should now place financial emphasis on housing that is much needed in the City. Mr. Stokes stated that the Industrial Foundation had raised monies to keep from asking the taxpayers to help finance industry to establish themselves here. He felt the Foundation had not paid its share and therefore recommended that the City should fund only one-half of the job and the Foundation the other half. Mr. James moved to accept the second low bid by Psencik Construction Co. for $111,844. Mrs. Norris seconded the motion. On roll call the following vote was recorded: AYE: Brown, Cavazos, James, Kraus, Norris, Tarbutton NAY: None ABSTAIN: Stokes Items Number 4, 4A, 4B and 4C were withdrawn from the agenda and will be placed on the Sptember 8th agenda.
