Hopkins
San Marcos, Texas 78666

Re: Bid Analysis
Industrial Park Water Storage
and Pumping Station

Dea r A. C.:

The following bids were received on the above referenced project Monday,
August 4, 1980:

1 ) J.K.W. Construction $109,873.00
2) Psencik Construction Co. $111 ,844. 00
3) Austin Engineering Co. $118,600.00
4) Du-Mor Enterprises $121,083.25
5) Hogan Mechanical $121,331.00
6) R. B. Butl er, Inc. $125,000.00
I 7) Bryan Construction Company $135,900.00
8) MSA General Construction $145,000.00

As requested, we have analyzed the three low bids and have prepared a
draft letter for your review to return the bid bonds of the other five
bidders in accordance with Paragraph 3 of the Information for Bidders.

You will note that there is a difference of $1,971.00 between the apparent
low bid and the second apparent low bidder, which is approximately a 1.8%
difference, and there is a difference of $8,727.00 between the apparent low
bid and the third apparent low bidder. In addition to the bid price, we
believe that there are other factors which should be considered by the City
in evaluating the bids for contract award. These factors include but are
not limited to experience in similar projects, how long the contractor has
been in business, manpower availability, equipment availability and comments
from both municipalities and engineers concerning previous projects.

It is recognized that the total construction cost includes both the con-
tractor's bid price and construction costs such as testing and inspection.
It is further recognized that those latter costs generally increase as
problems with the progress of construction increase.

512/451.7955 ONE HIGHLAND CENTER SUITE 560 314 HIGHLAND MALL BLVD.
