I I I 21 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN ~'lARCOS, TEXAS, SPETEMBER 29, 1980 PRESENT: Hayor *Kenneth V. Kraus Council Members Kar 1 ~v. Brown *Robert L. Cavazos Berry R. James Tess Norris John J. Stokes Ed Tarbutton City Manager City Secretary City Attorney Director of Public Safety A. C. Gonzalez Doriss Hambrick Barbara Edw"ards Bob Minnie Also Present: Jerri Martin, J"eff Watkins, Melissa Millecfull, Terry Lighthouse, Jake Krauskopf, Sharyl Werner, Craig Farmer, Jane Wilson, Chris Brasher, Frances Emery, Joe Garza, Joe Cox, Dr. Stouffer, Jim Byrn, Shirley Wickersham, Ted Breihan, Everett Johnson, Harold Bryant, Nancy & Charles Ellis, Lester Schilling, Betty Farlow, Arnold Leder, Ken Moss, Betty Wolverton, Phil pomier, and others. The Mayor called the meeting to order at 6:30 p.m. The Mayor introduced for consideration appointment of the Municipal Court Judge and Alternate Judge. Mr. Stokes moved that 11arcos Hernandez and Ron Champion be reappointed as Municipal Court Judge and Alternate Judge respectively. ~1r. Tarbutton seconded the motion, which passed unanimously. The Mayor introduced for consideration the Wonder World Drive (Redwood Road) project. The City Manager stated that there had been no further response from the Texas Highway Department. Mayor Kraus moved to table the item. Hr. Cavazos seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Cavazos, James, Kraus, Norris, Tarbutton NAY: Stokes The Mayor introduced for consideration an Ordinance on third and final reading having the following caption: AN ORDINANCE OF THE CITY OF SAN t1ARCOS, TEXAS, REPEALING THE SUBDIVISION ORDINANCE OF THE CITY OF SAN ~RCOS, TEXAS, CODIFIED AS APPENDIX C OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, AND ENACTING A NEW ORDINANCE TO BE CODIFIED AS APPENDIX C OF SAID CODE ADOPTING AND PROMULGATING RULES AND REGULATIONS GOVERNING THE PLATTING OF LAND INTO SUBDIVISIONS IN THE CITY OF SAN MARCOS AND WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY OF SAN ~'lARCOS AND REQUIRING PLATS TO CONFORM TO SUCH RULES AND REGULATIONS IN ORDER TO PROCURE THE APPROVAL OF THE CITY PLANNING AND ZONING COM}lISSION OF THE CITY OF SAN MARCOS; DEFINING TEID1S; FORBIDDING TRANSFERS OF LAND WITHOUT COHPLYING WITH THE TERMS OF THIS ORDINANCE; PROVIDING FOR VARIANCES FROM THE PROVISIONS OF THIS ORDINANCE; PROVIDING FOR THE APPEAL OF THIS ORDINANCE; PROVIDING PENALTIES FOR THE VIOLATION OF ANY OF THE PROVISIONS OF THIS ORDINANCE; PROVIDING FOR THE EFFECTIVE DATE; AND PROVIDING FOR THE STUDY AND PASSAGE OF THE ORDINANCE. Mrs. Norris moved to adopt the Ordinance on third and final reading. Mr. Cavazos seconded the motion. Mr. Stokes moved to amend Article II, Section B, #29 to delete the definition of modular home. Mrs. Norris seconded the motion, which passed unanimously. * Hayor Kraus and Mr. Cavazos left the meeting at 9:15 p.m.
