Mrs. Norris seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on first reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />Al1ENDING "WATER RATE-SCHEDULE RW-l (RURAL CUSTOMERS)" OF SECTION <br />30-27, ENTITLED "RATES" OF DIVISION 2, ENTITLED "~IATER SERVICE" OF <br />CHAPTER 30, ENTITLED "WATER AND SEWERS AND SEWAGE DISPOSAL" OF THE I <br />CODE OF ORDINANCES OF SAID CITY BY INCREASING THE RATE CHARGED TO <br />RURAL CUSTOMERS TO TWO (2) THms THE RATE PAID BY USERS WITHIN THE <br />CITY LIMITS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. James moved to approve the Ordinance on first reading. Hr. Brown <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration the sale of part of Urban Renewal <br />parcel 10-1. Mrs. Norris moved to approve the sale, but objected to the <br />third request by the prospective buyer of requesting that the street be <br />paved. Mr. Stokes stated that he objected to 2,3 and 4 on the requests <br />by the prospective buyer. Mrs. Norris withdrew her motion. Mr. James <br />moved to not accept the offer. Mrs. Norris seconded the motion. On roll <br />call, the following vote was recorded: <br /> <br />AYE: Brown, James, Kraus, Norris, Stokes, Tarbutton <br /> <br />NAY: None <br /> <br />ABSTAIN: Cavazos <br /> <br />The Mayor introduced for consideration an Ordinance on first reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, I <br />AMENDING ARTICLE III, ENTITLED "FLOOD DAMAGE PREVENTION" OF CHAPTER <br />5, ENTITLED "BUILDINGS AND BUILDING REGULATIONS" OF THE CODE OF <br />ORDINANCES, CITY OF SAN MARCOS, TO ESTABLISH METHODS OF REDUCING <br />FLOOD LOSSES; DEFINE TERMS; ESTABLISH AREAS OF SPECIAL FLOOD HAZARD; <br />SET PENALTIES FOR NONCOMPLIANCE; REQUIRE A DEVELOPMENT PE~~IT FOR CON- <br />STRUCTION IN AREAS OF SPECIAL FLOOD HAZARD; DESIGNATE THE CITY PLANNER <br />AS THE AmUNISTRATOR OF THE ORDINANCE; AND ESTABLISH THE PLANNER'S <br />DUTIES PURSUANT TO THE ORDINANCE; SET PROCEDURES FOR APPLICA:TION plOR <br />VARIANCES AND DESIGNATE BODY TO CONSIDER SUCH APPLICATIONS; SET CON- <br />STRUCTION STANDARDS FOR AREAS OF SPECIAL FLOOD HAZARD; PROVIDE FOR <br />SEVSRABILITY AND DECLARING AN EFFECITVE DATE. <br /> <br />Mr. Cavazos moved to approve the Ordinance on first reading. Mrs. Norris <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration changing the holiday for Veteran's <br />Day from November 11th to November 10th. Mr. Stokes moved to make the change <br />Mr. Cavazos seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN ~1ARCOS, TEXAS, <br />STATING SUPPORT FOR AN AMENDMENT TO THE TEXAS CONTROLLED SUBSTANCESI <br />ACT TO CONTROL DRUG PARAPHERNALIA; URGING AREA LEGISLATORS TO <br />SUPPORT SUCH AN M1ENDMENT IN THE STATE LEGISLATURE AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. James seconded the motion, <br />which passed unanimously. <br />
