Mr. <br />James seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on second reading <br />annexing property, the caption of which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CON- <br />TAINING 334 ACRES LOCATED WITHIN THE EXTRATERRITORIAL JURIS- <br />DICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUND- <br />ARIES; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO <br />INCLUDE SAID 334 ACRES; GRANTING TO THE INHABITANTS OF SAID <br />334 ACRES ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF <br />SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND <br />ORDINANCES, RULES AND REGULATIONS OF SAID CITY AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Cavazos moved to approve the Ordinance on second reading. Mr. Cavazos <br />seconded the motion, which passed unanimously. The City Manager stated <br />that the Airport consultant, Charles Wors, said that it is not necessary <br />to annex the Patterson property if a satisfactory contractual agreement <br />such as a deed restriction could be negotiated. Mr. Tarbutton stated <br />that annexation would bring up the problem of taxing aircraft. <br /> <br />The Mayor introduced for consideration authorization of funding to <br />expand the WIC office building. Mrs. Norris moved to authorize WIC to <br />continue to pay rent on their building. Mr. Cavazos seconded the motion. <br />Hr. James stated that he would like to see a fund established to receive <br />rent and pay for improvements on the building. The City Manager stated <br />that audit requirements prohibit a permanent depreciation fund. All the <br />revenues not spent would go into a fund balance at the end of each fiscal <br />year. Mrs. Norris then withdrew her motion. Mr. Stokes,moved to amend <br />the budget to allocate $7,000 from fund balance to make the required <br />improvements to the WIC building. Mr. James seconded the motion, which <br />passed unanimously. Mrs. Norris then moved to recind the motion of <br />August 13, 1979 forgiving rent, charging $l50 depreciation per month <br />and $250 per month after the improvements have been made. ~ir. Brown <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration authorization of the expenditure <br />from the General Contingency Fund for traffic signalization devices. <br />Mr. Cavazos moved to approve the expenditure of $995.10 from the general <br />contingency fund for traffic signalization devices. Mr. James seconded <br />the motion, which passed unanimously. <br />
