<br />57 <br /> <br />special meeting <br /> <br />november 3, 1980 <br /> <br />page four <br /> <br />The Mayor introduced for consideration authorization to bid improvements <br />to the Springlake Pump Station. Mr. Stokes moved to authorize the <br />bidding. Mr. James seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration authorization to bid L.B.J. <br />Drive Relief Main. Mr. Stokes moved to authorize the bidding. Mrs. <br />Norris seconded the motion, which passed unanimously. The City Manager <br />reminded Council that these programs are not fully funded, but that <br />Council will have the opportunity to reallocate funds from other <br />accounts when bids are received. <br /> <br />I <br /> <br />The Mayor introduced for consideration a Resolution, the caption of, <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE SUBMISSION OF A "SAMLL CITIES" COMMUNITY <br />DEVELOPMENT PREAPPLICATION TO THE DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT IN THE AMOUN'I' OF $2.25 MILLION FOR USE IN <br />THE VICTORY GARDENS AND DUNBAR AREAS. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. Cavazos seconded the <br />motion. Mr. Cavazos noted that the request from the neighborhoods for <br />housing was $500,000 and that this differed with what staff had recommended. <br />Mr. Stokes said that the application is evaluated on the basis of criteria <br />established by federal guidelines. Mr. Sierra stated that the staff <br />felt that neighborhood recommendations did not present as well balanced <br />a program as the staff proposals. He said that the staff proposals would <br />meet the HUD guidelines better and that they would only be able to <br />accomplish the relocation of about 25 families. Mr. Cavazos moved to <br />approve the budget summary, a copy of which is attached and made a part <br />of these minutes. Mrs. Norris seconded the motion, which passed unanimously <br />On the original motion to adopt the Resolution, the motion passed <br />unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance read in its <br />entirety on first reading, having the following caption: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE PRICE AND CONDITIONS OF THE SALE BY <br />THE CITY OF SAN MARCOS, TEXAS, OF PART OF LOTS NO. FIVE (5) <br />AND SIX (6) IN BLOCK NO. TWO (2) OF THE J. S. TRAVIS ADDITION <br />TO SAID CITY TO THE SAN MARCOS TELEPHONE COMPANY; AUTHORIZING <br />THE MAYOR TO EXECUTE A WARRANTY DEED TO THE SAN MARCOS TELEPHONE <br />COMPANY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />The City Manager stated that a replat was not necessary as the property <br />had been sold by the same description since 1905. Mrs. Norris moved to <br />approve the Ordinance on first reading. Mr. Brown seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance read in its entirety <br />on first reading, having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN HARCOS, <br />TEXAS, DEDICATING 40.85 ACRES IN CALmV-ELL COUNTY, TEXAS <br />FOR PARK AND RECREATIONAL RELATED PURPOSES AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading. Mr. . <br />Tarbutton seconded the motion, which passed unanimously. III <br /> <br />The Mayor introduced for consideration an Ordinance read in its <br />entirety on first reading, having the following caption: <br />
