<br />I <br /> <br />I <br /> <br />I <br /> <br />3 <br /> <br />regular meeting <br /> <br />december 8, 1980 <br /> <br />page three <br /> <br />Mrs. Norris moved to adopt the Ordinance on emergency. Mr. James <br />seconded the motion. Mr. Stokes asked what the effect of this <br />Ordinance was. The City Manager stated that it increased the city's <br />contribution from 100% to 150% and added a 10 year vesting program, <br />all of which has been provided for in the budget. The motion to adopt <br />passed unanimously. <br /> <br />The Mayor introduced for consideration a public hearing to consider <br />annexation of the following described property: <br /> <br />TRACT 1 - APPROXIMATELY 86 ACRES, MORE OR LESS, OUT OF THE <br />J. M. VERAMENDI LEAGUE NO.1 AND 2, BOUNDED BY EXISTING <br />CITY LIMITS LINE OF I.H. 35 ON THE NORTHWEST, THE EXISTING <br />CITY LIMITS LINE ALONG RIVER ROAD (OLD S.H. 80) ON THE EAST <br />AND NORTHEAST, BY THE NORTH LINE OF THE EXISTING COUNTY ROAD <br />ON THE SOUTHEAST AND BY THE EXISTING CITY LI~iITS LINE ON THE <br />EXTENSION OF FLORES DRIVE ON THE SOUTHWEST~ <br /> <br />The Mayor then opened the public hearing. Andrew Gary, representing <br />the Thornton family which owns about 70 acres of this tract, addressed <br />Council in opposition to the annexation. He was concerned that this <br />had not gone throught the Planning & Zoning Commission and was concerned <br />about the City being able to provide utilities in the allotted time. <br />He was concerned about the use of Cape's Camp for meetings and re- <br />creational use under the A/O zoning. He stated that the property was <br />in the floodplain and that half of it was in the floodway. No one <br />else wished to speak either for or against the proposed annexation. <br />The Mayor then closed the public hearing. Mr. Stokes stated that he <br />did own property included in the proposed annexation. Mr. Tarbutton <br />stated that he felt the City should be responsible for the bridges <br />and road. Mrs. Norris agreed. Mr. Brown said he would like to see <br />property owners notified personally of proposed annexations. The <br />Mayor directed staff to prepare the Ordinance for first reading at <br />the December 22nd meeting for this annexation and for staff to prepare <br />a report on the balance of adjacent property earlier proposed for <br />annexation. <br /> <br />The Mayor introduced for consideration a public hearing to consider <br />annexation of the following described property: <br /> <br />TRACT 2 - APPROXIMATELY 133 ACRES, MORE OR LESS, OUT OF THE <br />J.M. VERAMENDI LEAGUE NO.2, BOUNDED BY THE EXISTING CITY <br />LIMITS LINE AND A PROJECTION THEREOF BEING ~HE NORTHWEST LINE <br />OF THE FAIRLAWN ADDITION ON THE SOUTHWEST, THE EXISTING CITY <br />LIMITS LINE ON I.H. 35 ON THE NORTHWEST, CENTER LINE OF THE <br />BLANCO RIVER ON THE NORTHEAST AND SOUTHEAST. <br /> <br />The Mayor then opened the public hearing. No one wished to speak either <br />for or against the proposed annexation. The Mayor then closed the <br />public hearing and directed staff to prepare the Ordinance for first <br />reading at the December 22nd Council meeting. <br /> <br />The Mayor introduced for consideration a petition for a moratorium on <br />townhouse and multi-family building permits. The City Attorney stated <br />that before the Council ordered a moratorium, they should receive <br />recommendations from the Planning & Zoning Commission and/or the <br />Environmental Advisory Committee. Mr. Brown stated that the recommen- <br />dations should include any development over the recharge zone. Mr. <br />Stokes moved to refer this item to Planning & Zoning for recommendations. <br />Mr. Brown seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration the City's utility extension <br />policy. The City Manager presented the proposed policy amendment <br />recommendation. The Mayor stated that more specific procedures for <br />determining cost of projects to compute fair cost were needed. <br /> <br />The Mayor introduced for consideration adoption of the 100% tax assessment <br />ratio. Mr. Stokes moved to adopt the 100% tax assessment ration. <br />Mr. Brown seconded the motion, which passed unanimously. <br />
