<br />4 <br /> <br />regular meeting <br /> <br />december 8, 1980 <br /> <br />page four <br /> <br />The Mayor introduced for consideration the Mill Street Project. Gene <br />Gardner and Dick Spencer, representatives from Freese & Nichols, <br />summarized the engineering report for this project. Mr. Cavazos <br />moved to proceed with construction alternate number 1 which provided <br />for the complete drainage outfall improvements to sink creek and the <br />paving of Mill Street at 36' face to face of curbs, from Loop 82 <br />to Eastwood Street. Mr. Tarbutton seconded the motion. Mr. Stokes <br />asked that the motion be amended to include accepting alternate bids I <br />by steps and phases on completing the rest of Mill Street. The <br />amendment was accepted and unanimous approval was given to the motion. <br /> <br />The Mayor introduced for consideration award of bid on the WIC <br />building addition. Mr. Stokes moved to award the bid to Guadalupe <br />Lopez in the amount of $6,477.50. Mrs. Norris seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration the scope of work on the <br />Dunbar Center. Albert Sierra had presented a memo to Council with <br />the cost estimates for the work on the Dunbar Center. Mr. Stokes <br />moved to proceed with the work and not to exceed $20,000 without <br />approval by Council. Mr. James seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor introduced for consideration approval of the 1981 contract <br />for the San Marcos Tourist Development Council. Mr. James moved to <br />approve the contract. Mr. Tarbutton seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor introduced for consideration a Resolution, the caption of <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE MAYOR TO REQUEST TRAFFIC FLOW IMPROVE- I <br />MENTS ON RANCH ROAD 12 IN SAN MARCOS BETWEEN HOLLAND STREET <br />AND FRANKLIN DRIVE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. James seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introudced for consideration a Resolution, the caption of <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING FREE PARKING IN METERED PARKING STALLS <br />IN THE CENTRAL BUSINESS DISTRICT FROM THURSDAY, DECEMBER 17, <br />1980 THROUGH JANUARY 17, 1981; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved to adopt the Resolution. Mr. James seconded the motion, <br />which passed unanimously. <br /> <br />Mrs. Norris moved the Council recess to executive session at 10:05 p.m. <br />Mr. Brown seconded the motion, which passed unanimously. The Council <br />reconvened in regular session at 10:40 p.m. on motion of Mr. James and <br />second of Mr. Brown. Mr. James moved to accept the resignation of the <br />City Secretary, Doriss Hambrick. Mr. Cavazos seconded the motion, which <br />passed unanimously. Mr. James moved to call a special meeting for an <br />executive session at 5:00 p.m. on Thursday, December 11, 1980. Mr. I <br />Brown seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Stokes, Tarbutton <br /> <br />NAY: Norris <br /> <br />The meeting adjourned at 10:45 p.m. on motion of Mr. Brown and second <br />of Mr. James. <br />
