Gene Gardner and Dick Spencer, representatives from Freese & Nichols, summarized the engineering report for this project. Mr. Cavazos moved to proceed with construction alternate number 1 which provided for the complete drainage outfall improvements to sink creek and the paving of Mill Street at 36' face to face of curbs, from Loop 82 to Eastwood Street. Mr. Tarbutton seconded the motion. Mr. Stokes asked that the motion be amended to include accepting alternate bids I by steps and phases on completing the rest of Mill Street. The amendment was accepted and unanimous approval was given to the motion. The Mayor introduced for consideration award of bid on the WIC building addition. Mr. Stokes moved to award the bid to Guadalupe Lopez in the amount of $6,477.50. Mrs. Norris seconded the motion, which passed unanimously. The Mayor introduced for consideration the scope of work on the Dunbar Center. Albert Sierra had presented a memo to Council with the cost estimates for the work on the Dunbar Center. Mr. Stokes moved to proceed with the work and not to exceed $20,000 without approval by Council. Mr. James seconded the motion, which passed unanimously. The Mayor introduced for consideration approval of the 1981 contract for the San Marcos Tourist Development Council. Mr. James moved to approve the contract. Mr. Tarbutton seconded the motion, which passed unanimously. The Mayor introduced for consideration a Resolution, the caption of which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR TO REQUEST TRAFFIC FLOW IMPROVE- I MENTS ON RANCH ROAD 12 IN SAN MARCOS BETWEEN HOLLAND STREET AND FRANKLIN DRIVE AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to adopt the Resolution. Mr. James seconded the motion, which passed unanimously. The Mayor introudced for consideration a Resolution, the caption of which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING FREE PARKING IN METERED PARKING STALLS IN THE CENTRAL BUSINESS DISTRICT FROM THURSDAY, DECEMBER 17, 1980 THROUGH JANUARY 17, 1981; AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved to adopt the Resolution. Mr. James seconded the motion, which passed unanimously. Mrs. Norris moved the Council recess to executive session at 10:05 p.m. Mr. Brown seconded the motion, which passed unanimously. The Council reconvened in regular session at 10:40 p.m. on motion of Mr. James and second of Mr. Brown. Mr. James moved to accept the resignation of the City Secretary, Doriss Hambrick. Mr. Cavazos seconded the motion, which passed unanimously. Mr. James moved to call a special meeting for an executive session at 5:00 p.m. on Thursday, December 11, 1980. Mr. I Brown seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Cavazos, James, Kraus, Stokes, Tarbutton NAY: Norris The meeting adjourned at 10:45 p.m. on motion of Mr. Brown and second of Mr. James.
