3. Programs to protect the aquatic and riparian environment of the San Marcos <br />River and the Edwards Aquifer to include: <br />A. Continued progress on the U.S. Army Corps of Engineers Section 206 <br />Aquatic Ecosystem Restoration Project. <br />B. Federal funding support for implementation of the adopted Edwards <br />Aquifer Recovery Implementation Plan and the Habitat Conservation Plan <br />through U.S. Fish and Wildlife and Department of Defense for endangered <br />and threatened species that live in the aquifer and associated rivers. <br />4. Important transportation and mobility infrastructure projects such as: <br />A. The construction of an elevated roadway across Union Pacific Railroad <br />crossings on Loop 82 (Aquarena Springs Drive). <br />B. B. Reauthorization of the Federal Transportation Bill, including <br />amendments to provide relief from unnecessary review to fund the Lone <br />Star Rail District's Commuter Rail Project and (the) Freight Rail <br />Relocation Project by securing support for amendment to MAP 21 <br />legislation that grants relief from environmental review of rail projects in <br />existing rail corridors or on existing rail lines, and securing federal <br />funding for Corridors of National and Regional Significance. <br />C. A unified bus system in coordination with Texas State University -San <br />Marcos and establishment of the San Marcos -Kyle area as an Urban <br />Transit District. <br />D. Transportation improvements for the I -35 Intersections at State Highway <br />80 and Loop 82 in San Marcos. <br />E. Transportation improvements connecting I -35 in San Marcos to the 130 <br />Toll Road extension between Buda and Seguin. <br />5. To continue Community Development Block Grant Program (CDBG) funding <br />to assist low to moderate income residents of San Marcos and to support P -16 <br />educational initiatives. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS: <br />PART 1. The City Council approves the projects listed in items 1 -5 above <br />as the highest City priorities for communication to Federal agencies and the Texas <br />Congressional Delegation. <br />
