I I I 23 '"'. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 22, 1980 PRESENT: Kenneth V. Kraus Mayor Council Members Karl W. Brown Robert L. Cavazos Berry R. James Tess Norris Ed Tarbutton City Manager City Secretary City Attorney Director of Community Services Acting Director of Public Works A. C. Gonzalez Sharyl Werner Barbara Edwards Albert Sierra George Boeker ABSENT: Council Member John J. Stokes Also Present: Frank Wagner, Jeff Watkins, Kelly Kilber, Curtis Nieland, Karen Brown, John Kreczmer, Chester Whitte, and others. The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval of the minutes of the December 8, 1980 regular meeting. Mr. Cavazos moved to approve the minutes. JI1r. James seconded the motion, which passed unanimously. The Mayor introduced for consideration approval of the minutes of the special meetings held December 11 and 17, 1980. Mr. Brown moved to approve the minutes. Mr. Cavazos seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Cavazos, James, Kraus, Tarbutton NAY: None ABSTAIN: Norris The ~1ayor introduced for consideration an Ordinance on third and final reading, the caption of which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AJI1ENDING SECTION 3 OF _['HAT ORDINANCE \'lliICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 12.11 ACRES OUT OF THE HOLLAND HILLS ADDITION, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "TH" (TOWNHOUSE). Mrs. Norris moved to adopt the Ordinance. Mr. Tarbutton seconded the motion. The Mayor pointed out that this Ordinance was passed on first and second readings with a three-fourths majority vote of the Council and that in order 'to !be adopted on third and final reading, a three-fourths majority vote was aqain needed. Due to the absence of Mr. Stokes, this could not be obtained. Mr. Cavazos moved to table the item until the January 12th meeting. JI1rs. Norris seconded themotion, which passed unanimously. The Mayor introduced for consideration approval of preliminary plans for the Victory Gardens Phase III Project. Kelly Kilber, from Pro- Tech Enqineering Group, Inc., addressed the Council concerning the plans. Mr. James moved to approve the preliminary plans. Mr. Cavazos seconded the motion, which passed unanimously.
