24 ~ regular meeting december 22, 1980 page two The Mayor introduced for consideration authorization to bid material on drainage for Flores Drive. Mr. Brown moved to authorize the bid. Mr. James seconded the motion, which passed unanimously. The Mayor introduced for consideration a public hearing on the proposed annexation of the following tract: 189 ACRE TRACT OUT OF J. M. VERAMENDI LEAGUE NO.1, BOUNDED BY S.H. 123, THE WALLACE SUBDIVISION AND BENITO CRUZ PARTITION'I AND THE SAN MARCOS RIVER AND BEING THAT PROPERTY OWNED BY SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT AND THE STATE FISH HATCHERY. The Mayor then opened the public hearing. No one wished to speak either for or against the proposed annexation. The Mayor then closed the public hearing and stated that first reading of the Ordinance would be at the January 12th regular meeting. The Mayor introduced for consideration an Ordinance on first reading read in its entirety, the caption of which follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CONTAINING APPROXI~ffiTELY 133 ACRES, MORE OR LESS, LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to approve the Ordinance on first reading. Mr. Tarbutton seconded the motion, which passed unanimously. The Mayor introduced for consideration a Resolution, the caption of which was read as follows: I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE AGREEMENT FOR A SOLID WASTE DISPOSAL SITE IN HAYS COUNTY, TEXAS BETWEEN SAID CITY AND JOHN YARRINGTON; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT AND DECLARING AN EFFECTIVE DATE. Mr. James moved to adopt the Resolution. Mr. Cavazos seconded the motion, which passed unanimously. The Mayor introduced for consideration a Resolution, the caption of which was read as follows: A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, RELATING TO THE APPROVAL OF THE ISSUANCE OF BONDS BY THE CENTRAL TEXAS HIGHER EDUCATION AUTHORITY, INC.; APPROVING THE ISSUANCE OF SUCH BONDS AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH. Mrs. Norris moved to adopt the Resolution. Mr. Tarbutton seconded the motion, which passed unanimously. I The Mayor introduced for consideration discussion of the Housing Assistance Plan. Albert Sierra addressed the Council on this item. The Mayor asked that staff ask BUD to send copies of housing applications they receive so:that the City may have an opportunity to assist in making the proposals feasible.
