<br />24 <br /> <br />~ <br /> <br />regular meeting <br /> <br />december 22, 1980 <br /> <br />page two <br /> <br />The Mayor introduced for consideration authorization to bid material <br />on drainage for Flores Drive. Mr. Brown moved to authorize the bid. <br />Mr. James seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a public hearing on the <br />proposed annexation of the following tract: <br /> <br />189 ACRE TRACT OUT OF J. M. VERAMENDI LEAGUE NO.1, BOUNDED <br />BY S.H. 123, THE WALLACE SUBDIVISION AND BENITO CRUZ PARTITION'I <br />AND THE SAN MARCOS RIVER AND BEING THAT PROPERTY OWNED BY SAN <br />MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT AND THE STATE <br />FISH HATCHERY. <br /> <br />The Mayor then opened the public hearing. No one wished to speak <br />either for or against the proposed annexation. The Mayor then closed <br />the public hearing and stated that first reading of the Ordinance <br />would be at the January 12th regular meeting. <br /> <br />The Mayor introduced for consideration an Ordinance on first reading <br />read in its entirety, the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND <br />CONTAINING APPROXI~ffiTELY 133 ACRES, MORE OR LESS, LOCATED <br />WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND <br />LYING ADJACENT TO PRESENT CITY BOUNDARIES; EXTENDING THE <br />BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; <br />GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS <br />AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID <br />INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND <br />REGULATIONS OF SAID CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading. Mr. <br />Tarbutton seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution, the caption <br />of which was read as follows: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A LEASE AGREEMENT FOR A SOLID WASTE DISPOSAL <br />SITE IN HAYS COUNTY, TEXAS BETWEEN SAID CITY AND JOHN YARRINGTON; <br />AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. James moved to adopt the Resolution. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution, the caption of <br />which was read as follows: <br /> <br />A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, <br />TEXAS, RELATING TO THE APPROVAL OF THE ISSUANCE OF BONDS BY <br />THE CENTRAL TEXAS HIGHER EDUCATION AUTHORITY, INC.; APPROVING <br />THE ISSUANCE OF SUCH BONDS AND MAKING CERTAIN FINDINGS IN <br />CONNECTION THEREWITH. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. Tarbutton seconded <br />the motion, which passed unanimously. I <br /> <br />The Mayor introduced for consideration discussion of the Housing <br />Assistance Plan. Albert Sierra addressed the Council on this item. <br />The Mayor asked that staff ask BUD to send copies of housing applications <br />they receive so:that the City may have an opportunity to assist in <br />making the proposals feasible. <br /> <br />The Mayor introduced for consideration discussion of the Urban <br />Development Action Grant. Albert Sierra addressed the Council <br />on this item. <br />
