<br />PHASE I PLANNING <br />epon the City's written authorization to proceed v..;th Phase I Planning, F1\1 will. <br />O. Perfonn Project Management and coordination of activities. <br />1. Review wastewater eflluent flow records for the most recent two-year period available <br />to detennine probable quantities of effluent available for saleltransfer to potential <br />reclaimed water customers. <br />Provide a qualitative evaluation of feasibility for supplying reclaimed water for five <br />actual and/or theoretical uses: 1) 1100 MW power plant, 2) golf course, 3) industrial <br />process, 4) commercial irrigation, and 5) aquifer injection. Evaluation will consider the <br />following: <br />a. \\'ater quality vs. type of use. <br />b. Probable quantity desired and use pattern. <br />c. Distance from wastewater treatment plant. <br />d. Probability of implementation. <br />Prepare a conceptual design of a reclaimed water transmission & distribution system for <br />up to three combinations of candidate users. Conceptual design will include: <br />a. Eflluent storage facility <br />b. Reclaimed water pump station <br />c. Reclaimed water transmission pipeline(s) <br />d. Remote storage of reclaimed water. <br />Prepare a concept-level opinion of probable construction and operating costs, \\ith an <br />evaluation of the overall unit cost for reclaimed water for each of the design scenarios <br />prepared in Item 3 above. Provide basis for adjusting unit cost according to usage and <br />pipeline length. <br />Prepare a technical memorandum, describing the findings of the planning phase. Submit <br />one draft copy of the memorandum to the City for City review and comment. Meet <br />\\ith City in San .\1arcos to review draft documents and receive City comments. Upo:-. <br />City's approval, submit to City four final copies of the technical memorandum. <br />Ifrequested. meet v..ith City and TNRCC in Austin to confirm State requirements and <br />identifY potential implementation issues. <br />City will provide: <br />a. Effluent flow records <br />b. Available infonnation on candidate users <br />c. Water and electricity rate information <br />d.
