MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Thomason, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2012 -19, as previously captioned. The motion carried unanimously. <br />24.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2012 -18 amending Section 1.5.1.4 of the San Marcos Land <br />Development Code to prohibit modification of the boundaries of property described in a <br />petition for a Zoning Map Amendment after a written protest petition requiring a super - <br />maiority vote of the City Council has been submitted; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date; and <br />provide direction to Staff. <br />Matthew Lewis, Director of Development Services, provided a brief presentation. <br />Mayor Guerrero opened the public hearing at 8:42 p.m. <br />Jim Garber, 104 Canyon Fork, spoke in favor of this ordinance. <br />Dianne Wassenich, 11 Tanglewood, spoke in favor of this ordinance. <br />There being no further comments, the Public Hearing was closed at 8:44 p.m. <br />No action taken at this time. <br />25.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against the adoption of the City Council's Budget Policy Statement for preparation of <br />the FY 2012- 2013 Budget; and consider adoption of the City Council's Budget Policy <br />Statement, and provide direction to Staff. <br />Steve Parker, Director of Finance, provided a brief presentation. <br />Mayor Guerrero opened the public hearing at 8:52 p.m. <br />Sherwood Bishop, 124 Elm Court, spoke in regards to the cuts made to the Arts Commission last <br />budget cycle and asked that the Council consider replacing the Arts funding in the next budget <br />cycle. <br />There being no further comments, the Public Hearing was closed at 8:54 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve the City <br />Council's Budget Policy Statement for preparation of the FY 2012- 2013 Budget, as previously <br />captioned.
