CITY OF SAN MARCOS ELECTRIC RULES AND REGULATIONS <br />APPENDIX A - DISTRIBUTION LINE EXTENSION POLICY <br />A. RESIDENTIAL SERVICE <br />The City will construct an overhead primary line extension to provide service to a <br />residential facility requiring full time service at the regular established rates and minimum <br />monthly charges under the following conditions: <br />PERMANENT RESIDENCE- A standard overhead line extension (single <br />phase) up to 1200 feet will be provided for a residence occupied on a full time <br />basis and which is constructed on a permanent foundation. Non - standard facilities <br />and extensions in excess of 1200 feet may require the customer to pay the <br />additional cost. (See Rule 5 below). <br />MULTIPLE DWELLING- A standard overhead line extension will be <br />extended for service to multiple dwellings on the same basis as for a Permanent <br />Residence, with consideration being given for the number of dwelling units and <br />the expected occupancy ratio. Three phase electric service may also be extended <br />where deemed desirable by the City, with the stipulation that a maximum of 400 <br />feet of three phase line shall be the equivalent of 1200 feet of single phase for the <br />purposes of determining the length of extension. <br />3. MOBILE HOME- Electric service will be provided to a customer owned meter <br />pole from the City's existing primary lines. In situations where the extension of <br />primary facilities is required to serve a mobile home, the applicant will be <br />required to pay the estimated cost in advance for constructing the extension. <br />4. MOBILE HOME PARKS AND MOBILE HOME SUBDIVISIONS- Mobile <br />homes to be located inside City- designated Mobile Home Parks and Mobile <br />Home subdivisions will be provided service in accordance with Appendix A, <br />Section G. <br />SEASONAL FACILITIES- A permanent electric service will be provided from <br />the City's existing primary lines. Where extension of primary facilities is required <br />to serve weekend or resort homes, cabins and other domestic facilities which are <br />not utilized on a full time basis, the applicant will be required to bear the actual <br />cost for constructing the entire extension. <br />6. EXCESS CONSTRUCTION COST DETERMINATION- When a line <br />extension for electric service exceeds the maximum length provided as a standard <br />by the City, the customer will be required to pay the City, in advance of any <br />construction of the extension, an amount to be determined as follows: <br />The required length of the extension shall be established by a field survey <br />performed by the city. The total length of the extension will be reduced by the <br />maximum allowed for the type of service to obtain the excess construction <br />required stated in feet. The number of feet of excess construction will then be <br />multiplied by the City's Standard Construction Cost for the type of extension <br />required to obtain the amount of the required payment. <br />Where it can be demonstrated that the expected annual revenues (derived from <br />base rates, exclusive of fuel) to be paid by the prospective customer will generate <br />the required margins to cover the total cost of constructing the extension, <br />disregarding any allowance; the City may, at its option, extend service without an <br />
