<br />Chapter 3 <br /> <br />Sector Four Tomorrow <br /> <br />SECTOR FOUR TOMORROW <br /> <br />Introduction <br /> <br />The first step in the San Marcos Horizons sector planning process is to identify the <br />characteristics of Sector Four and to understand the existing conditions that have shaped <br />the area into what it is today. The next step in the sector planning process involves the <br />actual development of a future land use plan. <br /> <br />The Sector Four future land use plan lays out suggested patterns of land use based on <br />concerns and desires of the stakeholders, adopted policies of the city's master plan and <br />sound urban planning principles. The future land use plan designates proposed future <br />general distribution, location, and extent of the uses of land for housing, business, <br />industry, agriculture, recreation, open space, education, public buildings, other public <br />facilities, and other categories of the public and private uses of the land. The land use <br />patterns in Sector Four have a major influence on transportation, energy consumption, <br />property values, compatible or conflicting adjacent land uses, and possibilities for future <br />growth. <br /> <br />The future land use plan serves to guide decisions by the Planning and Zoning <br />Commission and the City Council over public and private development proposals. The <br />future land use plan also lays the foundation for zoning and subdivision regulations which <br />implement the future land use plan. This chapter, "Sector Four Tomorrow" describes the <br />contents of the future land use plan. <br /> <br />Future Land Use Plan <br />Sector Four encompasses 1,162 acres, or 1.8 square miles; 10% of the 17.8 square miles <br />in the City of San Marcos.
