ATTACHMENT A — SCOPE OF SERVICES
CITY OF SAN MARCOS
HARMONS WAY— OAKRIDGE SUPPLY LINE
Alan Plummer Associates, Inc., (APAI) will provide design, bidding, and construction phase services for
approximately 10,350 linear feet of 12 -inch water line and 3,650 linear feet of 8 -inch water line. The 12-
inch line will extend southerly along Hunter Road from its intersection with Centerpoint Road to the
intersection of Hunter and Harmons Way. The line will continue in Harmons Way to the Oak Ridge well
site. Completion of this line will allow the City to provide surface water to the ground storage tanks at
the Oak Ridge site, allowing the Oak Ridge wells and treatment system to be taken off line. The 8 -inch
line will replace existing lines within Harmons Way that provide service to residents along this roadway.
These improvements are important to the City because the manufacturer of the membranes used at the
Oak Ridge site has indicated that they are no longer manufacturing the membranes. Due to the extent
of the work included in Harmons Way, it is anticipated that the street surface will require milling and a
complete overlay following the installation of the water lines and service lines.
The City has had a portion of the improvements designed previously. It is anticipated that the City will
be able to provide the AutoCAD background files for this portion of the project so that the
improvements through this area can be redesigned as necessary to be incorporated into an overall
improvement project. It is anticipated that the survey will not need to be redone through this area.
The following specific Scope of Work will be completed for this project.
SCOPE OF WORK
Preliminary Engineering Phase
Task 1 — Review Existing Design for Quail Run Phase II - APAI will review the existing design documents
provided by the City for the portion of the alignment between Hunter /Posey and the Oak Ridge pump
station. APAI will conduct a site visit to identify whether the drawings still accurately reflect the
conditions on the ground. APAI will review the status of the easement acquisition process for tracts
along Hunter Road. APAI will make recommendations in a Preliminary Engineering Letter Report for any
revisions to the proposed improvements based on the results of these reviews.
Task 2 — Preliminary Engineering Letter Report - Due to the schedule and the nature of the project,
APAI will complete a condensed Preliminary Engineering Phase for this project. APAI will evaluate an
alignment located on the southeast side of Hunter Road between Centerpoint and Posey Roads. The
evaluation will include the identification of potential conflicts, the need for easements, potential
environmental considerations, and an opinion of probable cost. The Letter Report will cover both
phases of the project.
A -1
