With SmartCode as a guide, provide an analysis of the downtown network and develop <br />detailed cross - sections for streets within the SmartCode area which includes a half -day <br />follow up work session with City staff; (additional meetings will be considered additional <br />services). Correlate the analysis with the Capital Improvements Program ( "CIP ") through a <br />technical memo outlining recommended CIP projects, as applicable. Work with City staff to <br />designate A and B grid streets. Provide a map (in both hard copy and digital format) with <br />assigned cross - sections for each downtown street as identified during Phase 1 of this project. <br />8. Assist with several items related to the LBJ /Guadalupe couplet study, as follows: <br />a) Peer review of the draft Downtown Traffic Study (September 2011) performed by <br />Pape- Dawson. <br />b) Peer review of the design plans prepared by HNTB. <br />c) Develop qualitative elements of the alternatives, such as placemaking opportunities, <br />planning -level costs, and multi -modal options. <br />d) Prepare for and attend an internal workshop with HNTB, Pape- Dawson, and the City. <br />No design or analysis is included as part of this task. <br />Economic Development/Incentives Plan <br />9. To attract high quality development and employers, develop an incentive strategy for local <br />business relocation and retention; deliverable will be general policies and metrics <br />B. ADDITIONAL SERVICES AND PROJECT ASSUMPTIONS — No change to this <br />Section. <br />C.
