Off - street — provide guidelines for the design of parking lot/structures, parking access <br />and revenue control strategies, parking facility maintenance and security, <br />collaborative use of public and private parking assets, shared parking strategies, <br />signage /way finding and parking rate structure development; and <br />c. Enforcement — develop an integrated parking enforcement strategy including, <br />policies, fines and technology recommendations. Some of these strategies will be <br />general with subsequent tasks possibly required to particularize them for specific <br />application. <br />5. Develop parking funding and management strategies related to day -to -day operations as well <br />as capital programs and future infrastructure development. Identify potential locations for <br />new parking resources (lots or structures), metrics for timing, public - private partnership <br />strategies, and funding approaches (including fee -in -lieu, and other strategies) etc. The <br />Consultant will provide a draft parking program financial strategies overview and a <br />preliminary ten -year financial pro - forma. <br />6. Produce a draft report for review and discussion, incorporating the City's comments into a <br />final report and provide a PowerPoint Summary for presentation to the City Council and <br />other entities. This report will include the following: <br />a. Executive Summary - Introduction, Goals and Objectives, Primary Recommendations <br />Summary; <br />b. Planning Context - Planning Context Overview, Related Planning Initiatives; <br />c. Current Conditions Parking Assessment - Limited Parking Supply/Demand overview, <br />Parking Inventory, Parking Utilization, Assessment of Current Parking Adequacy, <br />Future Parking Projections; <br />d. Moving Forward: Strategic Direction - San Marcos Parking Plan Overview, Parking <br />Plan Organization Guiding Principles and Recommended Policies; <br />e. Action Items - Primary Action Items Funding Strategies, Timeline for Moving <br />Forward, Major Action Item Milestones Secondary Action Items; <br />f.
