Attachment A to Authorization of Change in Services No. 1 <br />Gateway Planning Group, Inc. <br />Scope of Work for <br />Implementation of the Downtown Master Plan — Phase 2 <br />A. SCOPE OF CONSULTANT'S BASIC SERVICES <br />The Consultant will: <br />Rail District and Transit Oriented District ( "TOD ") <br />1. Develop TOD development strategy that is rail ready, not rail dependent, including real <br />estate development potential on both public and private lands, as well as transportation <br />interface with Capital Area Rural Transportation System ( "CARTS "), Texas State University <br />and proposed Lone Star Rail operations. The Consultant will conduct a one -day charrette to <br />align public lands and private parcels for a comprehensive roadmap for vertical development <br />outcomes; and development of marketing package with one major revision. Additional <br />revisions will be considered additional services. <br />2. Coordinate with Hays County and Hays County consultants on the disposition of the Justice <br />Center property located at 110 East Martin Luther King Blvd., San Marcos, Texas to include <br />both development metrics review, RFQ and public - private structure review; and review <br />formal developer proposals for RFQ. The Consultant's engagement with particular <br />developers on specific proposals beyond review of the proposals in terms of being requested <br />by the City to meet with and or engage the developers directly to refine proposals is <br />considered an additional expense. <br />Parking <br />3. Develop a Downtown Parking Strategic Plan that includes a program management structure <br />and a program definition to include: <br />a. Vision/mission statement and guiding principles; and <br />b. Specific program development action items organized by guiding principles. This <br />task includes one day for stakeholder meetings (i.e., Downtown Association and <br />Parking Board), up to two separate meetings with City staff throughout the process, <br />and the Consultant will provide a final PowerPoint presentation to City Council. If <br />additional meetings are required, those meetings will be performed as additional <br />services. <br />4. Provide specific phased and prioritized program recommendations for on- street, off - street <br />and parking enforcement including: <br />a.
