<br />Sec. 2.132. Powers and duties. <br /> <br />(a) The senior citizen facilities advisory board may adopt rules and regulations to govern <br />its actions, subject to the genera1laws of the state and of city ordinances and resolutions. <br /> <br />(b) The board acts in an advisory capacity to the city counciL other boards and <br />commissions and the city manager on matters involving senior citizens in the San Marcos <br />community in the pro'\i ision of fadlities for lcistl1e timc ptl1sttits of sGnior eitizens. The board <br />~i11 ad"\iise the Grt, mcmager and the dry cOtmCil concerning existing facilities and futu1e plcms <br />for facilities ill v 01 v ing senior citizens. In this respect. city boards and commissions and the city <br />manager are encouraged to consult with the board. and the board will make recommendations. <br />rel!;arding the following: <br /> <br />ill the availability of city programs and services to senior citizens in the city: <br /> <br />ill the provision of existing and future facilities for senior citizens: <br /> <br />ill possible new programs and services to enable senior citizens to reach their full <br />potential in housing. lobs. and community life and activities: and <br /> <br />ill methods by which senior citizens can take responsibility for strengthening <br />existing programs and services. and for providing new programs and services. to <br />aid senior citizens. <br /> <br />(c) The board will also: <br /> <br />ill coordinate with other governmental entities. and with private citizens. institutions <br />and agencies regarding programs and services to aid senior citizens in the city: <br /> <br />ill develop programs to recognize achievement and contribution to the San Marcos <br />community by senior citizens: and <br /> <br />ill collect information on instances of discrimination against senior citizens in the <br />San Marcos community and refer the information to appropriate agencies. <br /> <br />(c) The, board ~ill promooc dose cooperation be~cen the city and private citizens, <br />institutions and agcl1de,s intere,sud in the senior citizen facilities to the end that allresotl1ces <br />t'Vithin the Gity nlay be coordinaud to seeme the greaust deglee ofpttblic benefit. <br /> <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions <br />of this ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 4. All ordinances and resolution or parts of ordinances or resolutions in <br />conflict with this ordinance are repealed. <br /> <br />SECTION 5. This Ordinance will take effect 10 days after the date of its final passage, <br />and the City Secretary will publish notice of its adoption in a newspaper of general circulation <br />in the City. <br /> <br />PASSED AND APPROVED on first reading June 14, 1999. <br /> <br />PASSED AND APPROVED on second reading June 28, 1999. <br /> <br />PASSED, APPROVED AND ADOPTED July 12, 1999. <br /> <br />Billy G.
