<br />senior citizens and youth in the San Marcos community. In this respect, city boards and <br />commissions and the city manager are encouraged to consult with the commission, and the <br />commission will make recommendations, regarding the following: <br /> <br />(1) the availability of city programs and services to minorities, women, senior <br />citizens and youth in the city; <br /> <br />(2) possible new programs and services to enable minorities, women, senior <br />citizens and youth to reach their full potential in housing, jobs, and community <br />life and activities; and <br /> <br />(3) methods by which minorities, women, senior citizens and youth can take <br />responsibility for strengthening existing programs and services, and for <br />providing new programs and services, to aid minorities, women, senior <br />citizens and youth. <br /> <br />(b) The commission will also: <br /> <br />(1 ) coordinate with other governmental entities, and with private citizens, <br />institutions and agencies regarding programs and services to aid minorities, <br />women, senior citizens and youth in the city; <br /> <br />(2) continue the Women's Hall of Fame, and develop other programs to recognize <br />achievement and contribution to the San Marcos community by minorities, <br />women, senior citizens and youth; and <br /> <br />(3) collect information on instances of discrimination against minorities, women; <br />senior citizens and youth in the San Marcos community and refer the <br />information to appropriate agencies. <br /> <br />(c) The commission will also serve in a mediation role to hear complaints of <br />discrimination in housing practices within the city under the terms of Chapter 32 of this <br />Code. In this respect, the commission will have the power to <br /> <br />(1) Solicit and hear testimony, and solicit and examine evidence; <br /> <br />(2) serve as a mediator to assist the parties in resolving complaints; <br /> <br />(3) make written findings and recommendations for resolution of complaints <br />where the parties cannot agree on a resolution. <br /> <br />Participation before the commission is voluntary, and the commission's findings and <br />recommendations are not binding on the parties. <br /> <br />SECTION 2. Chapter 2, Article 3, Division 4 of the City Code is amended as follows <br />(underlining indicates added text; ov<.rstri:kG indicates deleted text): <br /> <br />DIVISION 4. SENIOR CITIZEN fACILITIES ADVISORY BOARD <br /> <br />Sec. 2.131. Established; appointment; terms. <br /> <br />(a) There is established the senior citizen facilities advisory board. The board is <br />composed of seven residents of the city interested in the welfare of senior citizens. <br /> <br />(b) The director of parks and recreation and the executive director of the community <br />action program are ex officio nonvoting members of the board. <br /> <br />(c) Members of the board are appointed by the city council for terms of two years and <br />until their successors are appointed and qualified. <br /> <br />2 <br />
