ATTACHMENT A

SCOPE OF ENGINEERING BASIC SERVICES

I. PRELIMINARY ENGINEERING PHASE

The primary goal of this phase is to prepare a Pre-Design Report (P.R.) with a
summary of findings and detailed recommendations for reconstructing the roadway.
The goal of the project will be to design the pavement for a 20-year service life;
however, if this proves economically unfeasible, a shorter design life may be used,
if directed by the City. The street classification of a neighborhood collector will be
used for the geotechnical evaluation and design of the pavement section. We
understand that the City will assist with traffic control measures for the surveying
and geotechnical investigation work, if needed. Rights of access onto private
property will also be provided by the City.

B-A will collect and review readily available information on existing utilities. We
will coordinate with City Engineering staff regarding the need to "pothole" existing
utilities if required toasse5sthe depth and condition of the lines. Water lines and
other utilities with less than three feet of cover or those in conflict with the proposed
improvements will be noted. The City of San Marcos will evaluate existing utilities,
determine the need for replacement, and provide for field marking/locating of the
existing utilities within the proposed construction limits. We understand that "as-
builts" of the current City construction of 16" and 8" water lines and 8" wastewater
in Holland Street will be made available to us. Should water, wastewater and/or
other utility lines need to be replaced, the preparation of contract documents for this
work will be handled by a Supplemental Agreement to the Contract.

The geotechnical investigation and analysis will be a key component in this phase of
the design. Professional Service Industries, Inc. (PSI) will perform this work. A
detailed scope of services is included with this proposal. There will be
approximately ten (10) geotechnical borings to depths of about 8 feet each. Data
from the field investigation, laboratory test results, and the City of Austin (COA)
computerized pavement design will be used in the formulation of recommendations
for pavement reconstruction.

The scope of the surveying services to be provided by Baker-Aicklen is tabulated
below. The following tasks are included in the Basic Services.

1. A digital terrain model will be provided at I-foot intervals.
