Lisa Marie Coppoletta, 1322 Belvin, spoke in regards to the Parks Ordinance and her concerns <br />with the banning of alcohol and the banning of plastics in City parks. <br />Dianne Wassenich, 11 Tanglewood, spoke on behalf of the River Foundation and stated that she <br />needed the assistance of the Council to assist with ceasing the paving an additional 50 car <br />parking lot by Texas State University along the river. <br />Camille S. Phillips, Franklin Dr, very grateful that the plans for C &G Development. She also <br />invited the public to a fall prevention class at the library from 1 -2pm. <br />Daniel Scales, 1322 Belvin, spoke regarding the Parks Ordinance and stated his opposition. <br />David Wendel, 118 E. Holland, spoke in regards to the Parks Ordinance and the potential <br />banning of alcohol and the lack of display. He stated that Council either needed to limit the <br />number of personal grills or ban them all together. He stated that he saw an increased use of this <br />last year and more consumption of alcohol and increased litter. If Council eliminated the grills, <br />the parties would be discouraged from staying as long as they are. He also suggested that the <br />City should have a registration and charge deposits for use. <br />Rachel Evans, 803 Bracewood, spoke against of the banning of alcohol in City parks and stated <br />that she believes that the City needs to enforce what we already have. <br />Tabetha Mumford, 414 Sarah St, spoke in regards to Parks Ordinance and the possible banning <br />of alcohol. She stated that if the problem is litter or PI's then the City should enforce the laws <br />that are already in place. She disagreed strongly with the banning of alcohol and believes that <br />Council is not listening to their constituents. <br />Consent Agenda <br />IO.Consider approval of the April 17, 2012, Regular Meeting Minutes. <br />11.Consider approval of Ordinance 2012 -23, on the second of two readings, amending the <br />Traffic Register maintained under Section 82.067 of the San Marcos City Code to <br />establish a parking restriction to prohibit parking, Monday through Friday between the <br />hours of 8:00 a.m. and 5:00 p.m. on both sides of the 1200 through 1300 blocks of <br />Chestnut Street; and including procedural provisions. <br />12.Consider approval of Ordinance 2012 -24, on the second of two readings, amending the <br />Authority to Install maintained under Section 82.066 of the San Marcos City Code by <br />amending the speed limit in both directions of the following streets in the Mockingbird <br />Hills Neighborhood from 30 miles per hour to 25 miles per hour: Sunflower Lane, <br />Belmont Drive, W. De Zavala Drive, Cloverleaf Street, E. Del Sol Drive, Parkview <br />Drive, Lacey Lane, Suncrest Lane, and Mockingbird Drive; and including procedural <br />provisions. <br />13.Consider approval of Ordinance 2012 -25, on the second of two readings, pursuant with <br />the Authority to Install under Section 82.066 of the San Marcos City Code to install <br />
