<br />186 <br /> <br />157 R <br /> <br />RESOLUTION 1999- <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, APPROVING REVISIONS TO THE <br />CITY'S REVISED FLOOD MITIGATION ASSISTANCE <br />PROGRAM GUIDELINES; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />RECITALS: <br /> <br />1. On November 9, 1998 the City Council approved the reallocation of <br />Community Development Block Grant (CDBG) funds for flood mitigation use. <br /> <br />2. The City Council approved program guidelines on November 23, 1998 in <br />order to administer these funds in accordance with the Federal Emergency Management <br />Agency (FEMA) requirements for flood mitigation, and CDBG requirements. <br /> <br />3. The City Council adopted a revised version of these program guidelines on <br />January 11, 1999. <br /> <br />4. The City Council wishes to adopt revisions to the revised version of the <br />program guidelines. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />PART 1. The City of San Marcos Flood Mitigation Assistance Program Guidelines <br />as revised, approved and adopted for by the City Council on January 11, 1999, are revised <br />as follows: <br /> <br />Assistance to raise mobile homes- increase from $5,000 to $10,000 maximum <br />Assistance to raise houses on pier and beam- no change <br />Assistance to raise houses on monolithic slabs- increase from $25,000 to <br />$40,000 maximum <br />Surveying costs to verify flood plan elevation compliance- no change <br />Purchase of loUstructure (as is)- increase from $15,000 to $60,000 maximum <br />Assistance with demolition costs (where flooded home is to be removed)- no <br />change <br />Assistance with raising services to newly elevated house- increase from $2,000 <br />to $5,000 maximum <br />Assistance with moving the house to a lot located outside of the floodplain- no <br />change <br /> <br />Repair to sheetrock where sheetrock is damaged by elevation or moving the <br />home: $5,000 maximum <br />Repair to electrical wiring where as a result of elevation, the wiring <br />no longer complies with code: $5,000 maximum <br />Repair to plumbing where as a result of elevation, the plumbing no <br />longer complies with code: $5,000 maximum <br /> <br />Miscellaneous rehabilitation of other flood-related damage (floors, walls, doors, <br />cabinets, etc.) that is not directly related to flood mitigation efforts. This category <br />is available to all low-income flood victims anywhere within the city limits <br />(including outside of the 1 OO-year floodplain) provided the damage is verified to <br />be flood-related. This category will be used to assist low-income residents with <br />remaining repairs to make homes livable at a maximum of $5,000 per applicant. <br />
