('..;) <br />Jo 0 u.J <br />~ cn_ <br />- fri ~Q,.' <br />II en_~ <br />u.. :i1 u a. <br /> <br />13. <br /> <br />ORDINANCE 1999- 75 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE <br />FISCAL YEAR BEGINNING ON OCTOBER 1, 1999 AND <br />ENDING ON SEPTEMBER 30, 2000; AUTHORIZING CERTAIN <br />ADJUSTMENTS TO THE BUDGET WITH THE APPROVAL OF <br />THE CITY MANAGER; APPROVING FISCAL YEAR 1999-2000 <br />CAPITAL IMPROVEMENTS PROGRAM PROJECTS' <br />, <br />AMENDING THE TABLE OF POLICE OFFICER POSITIONS <br />UNDER CITY CODE SECTION 2.373; INCLUDING <br />PROCEDURAL PROVISIONS AND DECLARING AN <br />EMERGENCY. <br /> <br />RECITALS: <br /> <br />1. The City Charter provides for the City Council to set a time and place of public hearing on <br />the proposed budget for the City and to cause notice of the hearing and a summary of the budget to <br />be published in one or more newspapers of general circulation in the City. <br /> <br />2. The City Council at its regular meeting on August 9 <br />hearing and directed the notice and budget summary be published. <br /> <br />, 1999, set the date of this <br /> <br />3. The notice and budget summary were published in at least one newspaper of general <br />circulation in the City on July 25, 1999, a date at least ten (10) days prior to the date set for the <br />public hearing on the budget for the City for the fiscal year beginning October 1, 1999 and ending <br />September 30, 2000. <br /> <br />4. The public hearing on the budget was held on August 23, 1999 , a time at which all <br />interested persons were given an opportunity to be heard for or against any item or the amount of any <br />item contained in the budget. <br /> <br />5. At least fourteen (14) days have elapsed since the public hearing on the budget as required <br />by the City Charter. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />SECTION 1. The City of San Marcos 1999-2000 Budget is approved and adopted for the fiscal year <br />beginning October 1, 1999 and ending September 30, 2000. <br /> <br />SECTION 2. The amount shown in the City of San Marcos 1999-2000 Budget as necessary to <br />provide for a sinking fund for the payment of the principal and interest and the retirement of the <br />bonded debt of the City is appropriated for that purpose. <br /> <br />SECTION 3. The following adjustments to the 1999-2000 Budget may be made with the approval <br />of the City Manager: <br /> <br />(a) Transfers of funds among the accounts within each department; <br /> <br />(b) Transfers of funds for construction projects and equipment purchases from <br />operating accounts to Capital Improvements Program accounts; and <br /> <br />(c) Reclassification of positions within each department. <br /> <br />( d) Decreases in operating accounts in response to decreases in City revenues or <br />other circumstances, where the decreases do not result in a transfer of funds <br />to another account. <br /> <br />SECTION 4. All projects for Fiscal Year 1999-2000 described in the Capital Improvements <br />Program portion of the 1999-2000 Budget are approved at the cost level indicated, subject to the <br />availability of funding of project costs from the Funding Source(s) identified for each project. <br />
