32.

ATTACHMENT A

AUTHORIZATION OF CHANGE IN SERVICES
CITY OF SAN MARCOS, TEXAS

PROJECT:
ENGINEER:
AUTHORIZATION NO.:
DATE:

Wastewater Treatment Plant Expansion Project
Black & Veatch
2
9/9/99

WORK TO BE ADDED TO OR DELETED FROM SCOPE OF SERVICES

BACKGROUND

Task 1 deals with the plant's influent wastewater characteristics. The plant expansion was based
on maximum month total suspended solids (TSS) of 13,590 pounds per day (ppd). Recent records
indicate that the plant is receiving an average TSS loading of approximately 7,473 ppd. Others have
expressed concerns that these loadings are significantly higher than projected for this same period
ohime. Our objective is to evaluate the existing plant influent and determine if the characteristics
have changed since the design period.

Task 2 deals with the apparent impact the "iron salt" being fed at the plant has on the performance
and capacity of the solids handling facility. This effort will evaluate the use of aluminum sulfate in
lieu of "iron salt" in removing phosphorus. This evaluation will also address the effects of the other
chemicals with respect to flocculation and sludge production.

WORK TO BE PERFORMED

Task 1 - Sampling and Analysis Program
Task 1.1 Raw Wastewater Analysis
In order to develop additional data concerning wastewater characteristics, 24-hour composite
samples will be collected at the headworks facility for a period of 7 days. The samples will be
collected by plant staff and analyzed by a private laboratory. Specific parameters will include:

1. pH
2. Total Solids
3. Total Volatile Solids
4. Total Suspended Solids
