PROJECT DESCRIPTION AND LOCATION <br />Project Location: <br />CITY San Marcos COUNTY Hays <br />TxDOT DISTRICT(S) Austin <br />Project Limits: A near rectangular area inside the City Limits of San Marcos described by <br />IH35 at the San Marcos River for the southwest comer of the area. to the Southwest Texas <br />State Univertisty for the northeast comer: then from Riverside Street to Guadalupe Street <br /> <br />The intent of the project is to link the entire City of San Marcos with a pedestrian I bicycle trail network <br />connecting all points of the City including the downtown with Southwest Texas State University and the <br />Hays County complex. The trail system will provide access for families, for downtown employees and for <br />students from their residences to their places of work, schools and parks. The proposed system of trails will <br />connect the current San Marcos River Trail System to the remainder of the city, connecting the new <br />recreation center, the library, the downtown parks, the retail areas in downtown, the city hall complex, the <br />Hays County Courthouse and.Complex, apd the Southwest Texas State University Campus. The proposed <br />system of trails will wind through parkland, along and across the beautiful San Marcos River, through a <br />wildlife habitat and a preservation area which have and support several endangered species. The proposed <br />system of trails will begin at the Interpretation Center at Riverside and IH35. The Interpretation Center, <br />currently under construction, will house an endangered species oriented education facility and visitor's <br />center to serve the citizens of the City of San Marcos and the many new visitors to the area. <br />The project also includes repairs and renovation of portions of the existing San Marcos River Trail <br />System to eliminate handicapped barriers, streetscape improvements to the sidewalks at the square. The <br />repairs and renovation of the existing San Marcos River Trail System will remove steps along the trail <br />which are not handicapped accessible, it will also repair and replace several bridges which are necessary to <br />complete the system link across the river and drainage ways draining into the San Marcos River. The <br />streetscape improvements will get closer to completing the planned improvements to the "square" by <br />providing improved aesthetic street and sidewalk treatments for Guadalupe Street to match the <br />improvements made to San Antonio Street. The buildings along this block are not handicapped accessible. <br />The proposed trail system at the Interpretation Center at Riverside and IH35 is located in a <br />culturally and archeologically sensitive area. Many artifacts have been found in the area causing the Texas <br />Historical Commission to identify the area as one needing additional archeological studies. This proposal <br />includes the archeological studies required by the Texas Historical Commission prior to the use of the area <br />for the proposed trails. <br />The project also includes the repairs and renovation for handicapped accessibility of the existing <br />trails and sidewalks around the historical "Cock" house. <br />Attachment 1 shows pictures of the several elements as labeled and the Streetscape Improvements <br />proposed around the courthouse. Attached also are appropriate portions of the of the Park Master Plan <br />effort showing the trails system, and the "Cock" House (Veramindi Park). <br /> <br />3 <br />
