VIII. PROJECT TIME LINE

All of the elements included in this proposal have been planned and/or included in the City of San
Marcos Master Plan. Upon approval of the project, the City of San Marcos will proceed with the
design of the facilities (all at the same time). Design of the facilities will take approximately 6 to 12
months.

The proposed trail system beginning at the Interpretation Center at Riverside and IH35 which is
located in a culturally and archeologically sensitive area, will require a complete archeological study
to include cataloging and storage for display of artifacts found. The archeological effort will take
approximately one year to complete. The design of the facilities can be made concurrent with the
archeological studies so that at the end of 12 months the design for the planned facilities will be
completed as well.

After the design effort, the City of San Marcos will bid out all work for construction by local
interested contractors. Some of the minor work for which interested contractors can not be found will
be performed with in-house Parks and Recreation Department or Public Works Department equipment
and labor. The bidding process will take approximately three months to advertise, select and award
the various projects. Depending on the scope of work, the construction effort will take 9 to 18 months
to complete.

IX. PROJECT USE AND BENEFITS

Completion of all the elements proposed by this project will result in the creation of an integrated
intermodal transportation network within the City. San Marcos has a new trolley system whose
central terminus will be on the courthouse side of RM12 (Hopkins Street). This project will link the
trolley with the pedestrian streetscape around the Courthouse, the "Cock" house gazebo, trails and
sidewalks with the existing San Marcos River trail system and the proposed trail system. The
commuter parking lot (not a part of this project) at the southwest comer of the project and the
Interpretation Center (not a part of this project) nearby will be connected by trails to the Courthouse
"square" (and thus downtown), the "Cock" house' and gazebo, the Southwest Texas State University
campus, the neighborhoods adjoining the existing and proposed trail system to the San Marcos River
parks, the recreation center, the library, the Hernandez Intermediate School campus, and the Dunbar
Park and Recreation Center. The Dunbar Park will have a motocross bicycle track (not a part of this
project) which will attract children of all ages and give them a place to spend hours of fun honing their
abilities in a safe environment.

This project will make it possible for residents, workers, students and tourists to explore and access all
of the major facilities of San Marcos without using a car. The proposed trail netw.ork will connect
with other existing or planned hike and bike trails, to the existing and proposed Southwest Texas State
University trail system through Sewell park, to the Courthouse "square" area, to the new library and
recreation center complex, to City Hall, to churches located near these facilities, to the Hernandez
Intermediate School campus and to the Dunbar Park and Recreation Center.

Three multicultural low/moderate income neighborhoods adjoin the River parkland Trail System.
These are the Katy Addition, Riverside addition, Dan McKie Additon. The trail system will also
connect the neighborhood park (Veteran's Park) with all the rest of the facilities already enumerated

4
