He also inquired as to the status of our current sister city, <br />3antiago. He feels we should not develop another sister city if San Marcos <br />is not active with Santiago. Ms. Narvaiz stated she wants to make sure the <br />relationship is cultivated before the Council adopts another sister city. <br />Mr. Mihalkanin asked what the City receives out of the relationships with a <br />sister city. He stated he feels the City should be up front with their <br />expectations during the process of developing the relationship. Mr. Montoya <br />stated Montclova has been an informal sister city with the Fire Department <br />for 15 years, and he would like to make that formalized. Mr. Taylor stated <br />he feels the Hispanic Chamber of Commerce should facilitate these <br />discussions, instead of City staff. Council agreed to bring this back to <br />the Council once the expectations have been developed. <br /> <br />Mayor Habingreither introduced a discussion regarding a Community Reception <br />for SWTSU President Denise Trauth. Ms. Womack stated she was advised by Dr. <br />Traughts staff she would be available for a Community Reception on <br />Wednesday, March 19, 2003 from 6:00 p.m. to 8:00 p.m. at City Hall. Council <br />agreed to hold the reception for Dr. Trauth on March 19, 2003. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mayor <br />Habingreither stated he felt the Investiture Ceremony for Dr. Trauth was <br />very nice and well attended. 2) Mr. Mihalkanin stated he had received a <br />_etter from an employee of the Youth Service Bureau, who stated they had not <br />)een paid. He stated he would like Staff to investigate this serious <br />allegation. 3) Mr. Mayhew stated he has served on Council for the last three <br />years and asked Council Members to let issues rest once the Council have <br />made decisions about them. 4) Ms. Narvaiz stated she is currently working <br />on two events. The first is the Pan American Golf Association Tournament <br />which begins on March 20, 2003. The second is the First Special Olympics to <br />be held on May 22 and 23, 2003. 5) Ms. Tatum announced City Council Place 6 <br />would be open. She stated she was unable to run for re-election and <br />encouraged the public to consider filing for this position. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.074, to discuss employment of public officers <br />(City Manager, City Attorney, City Clerk, Municipal Court Judge); evaluation <br />of public officer (City Attorney); and duties of public officers (City <br />Council); and Section 551.076, to discuss commercial or financial <br />information the City has received from a business prospect with which the <br />City is conducting economic development negotiations, or to deliberate the <br />offer of a financial or other incentive to such a business prospect <br />(Government Code Section 551.086 [76th Leg., Ch. 1319]) (Highway 123 South <br />area). Mr. Mihalkanin moved the Council adjourn into Executive Session at <br />):34 p.m. and Mr. Montoya seconded the motion, which passed unanimously. <br /> <br />{r.
