Collette <br />Jamison, Director of Administration, stated she spoke with HUD, and ws <br />advised the Hispanic Chamber of Commerce could apply for funds for land <br />acquisition. She also stated every member of Hispanic Chamber of Commerce's <br />personal income would have to qualify as low to moderate income. Mr. Mayhew <br />stated he would like to know the Hispanic Chamber of Commerce's intentions <br />and if they already have something in mind. Mayor Habingreither stated he <br />would like to see the land be used as leverage for grant funding. Mr. <br />Mihalkanin stated he knows the Staff of the Hispanic Chamber of Commerce <br />spent a lot of time on the proposal site on Hopkins Street. He stated if <br />the City is talking about a partnership then the City should be involved in <br />the process of the site to the end of the process. He stated a Council <br />Member should work with the Hispanic Chamber of Commerce during the process <br />to avoid any surprises. Mayor Habingreither stated he felt there is a <br />consensus to help the Hispanic Chamber of Commerce find a solution. Mr. <br />Taylor stated there are two Council Members on the Hispanic Chamber of <br />Commerce Board who can act as mediators. He stated he feels the Council <br />needs to act quickly, because the Hispanic Chamber can be an asset with <br />Toyota coming to the area. Mayor Habingreither stated if the Hispanic <br />Chamber of Commerce purchased a building, then there is no funding available <br />for grants, but a site can be used as leverage to get grant funding for a <br />building. Ms. Tatum inquired as to the ownership of the land if the City <br />purchased the land for the Hispanic Chamber of Commerce. Mr. Mark Taylor <br />stated the ownership of the property could be set up either way. Ms. Narvaiz <br />asked if there is a potential of using one of t~ne 1~ delinquent properties. <br />She stated she is concerned with using City money to purchase land for <br />constructing a building, she stated she might consider if the City already <br />owned the property. Mayor Habingreither stated he feels this could be an <br />investment for San Marcos' future. He stated he does not want an <br />undesirable piece of property for their location and wants the Staff to help <br />the Hispanic Chamber of Commerce find grants. Ms. Tatum stated she feels <br />the Hispanic Chamber of Commerce could benefit if the located with the <br />Greater Chamber of Commerce. She feels this should be looked at and maybe <br />adding an addition to the Greater Chamber of Commerce building. Ms. Narvaiz <br />stated she feels the Hispanic Chamber of Commerce should research their <br />options and bring them to the Council. Mr. Mayhew stated he feels the <br />Council should talk to the Hispanic Chamber of Commerce Board and Director <br />to find out their direction. Mayor Habingreither stated he felt a Workshop <br />should be arranged between the two groups. Mr. Mihalkanin stated he felt it <br />would be helpful if Staff provided the Hispanic Chamber of Coml~erce with <br />Council's questions in advance, so they could provide the answers at the <br />meeting. The Council agreed by consensus to hold a Workshop with the <br />Hispanic Chamber of Commerce. <br /> <br />Mayor Habingreither introduced a discussion regarding a formal relationship <br />with a Sister City. Mr. Montoya stated Montclova, Mexico was here last <br />weekend. He stated since the late 80's the Fire Department has maintained a <br />relationship with Montclova, and he would like to develop a formal Sister <br /> <br /> <br />
