<br />Proposed Scope of Work for <br />Environmental Assessment and Coordination Services <br /> <br />\Vonder World Drive Extension <br />City of San Marcos <br />H3}'S Count)', Texas <br /> <br />The following scope of work is intended to assist the City of San Marcos (City) in achieving <br />regulatory compliance for the above-referenced project. The proposed project limits extend from <br />the end of existing W onder World Drive at Hunter Road, north to a location along RM 12 on the <br />north side of the City. The environmental assessment (EA) process is intended to identify those <br />issues which pose potential constraints to the development of the proposed project; to provide a <br />framework within which issue resolution can occur, to coordinate with the required regulatory <br />agencies during EA preparation and submittal; and to obtain clearance of the project under the <br />National Environmental Policy Act (NEPA). The EA will comply with all environmental laws, <br />rules and regulations followed by the Texas Department of Transportation (TxDOT) and the <br />Federal Highway Administration (FHW A). The following scope of work is intended to outline <br />this process. <br /> <br />PHASE 1: PROJECT DEVELOPMENT A..""D INITLU PUBLIC INVOLVEMENT <br /> <br />Task 1 Issues Identification and Constraints Mapping <br /> <br />As an initial task, Hicks & Company (H&C), as the Prime Provider, will work with their sub- <br />consultants, Rodriguez and Huggins, Inc. (R&H) and George Veni and Associates (GV A), and <br />personnel of the City and TxDOT to focus the scope of work for the EA on those environmental <br />issues and resources that are most likely to be considered significant by the reviewing agencies <br />and the public.l This will require an initial data collection effort using available sources of <br />information supplemented by an initial field reconnaissance. H&C and R&H will prepare base <br />maps for field use. The data collection and issues identification task will include a review of <br />existing conditions on RM12, Hunter Road, Bishop Street, and Hopkins Street and other <br />information that composes the project history. This task will also require an initial meeting with <br />the City personnel and the sub-consultants, and others whose input may be useful, at the discretion <br />of the City. Deliverable: The result of this task will be a brief Technical Memorandum <br />summarizing the project history and explaining the constraints that have been identified. <br /> <br />Task 2 Corridor Evaluation! Alternatives Identification <br /> <br />For each of the categories listed in Task 5 below, Hicks & Company will perform the necessary <br />background and field reconnaissance to gather appropriate data for a conidor-Ievel analysis. Data <br />will be provided both on a county and city scale, and specific to one 1000 foot wide corridor that <br />will be investigated in this initial analysis effort. This information will be graphically depicted <br />and characterized in detail. Although other important issues or constraints may be identified as <br />a result of more detailed analysis or public input later in the EA process, this initial task will <br />provide valuable guidance in focusing the data collection and impact analysis efforts of the <br />environmental team, Deliverable: The results of this portion of this task will be a constraints map <br /> <br />I References to tasks to be performed in association \\;thsubconsultants are included throughout this scope <br />of sen;ces.
