<br />and technical memorandum identifying the most important issues identified within the proposed <br />conidor that are likely to arise during the course of project development. <br /> <br />From this information, alternative alignments can be detennined. Hicks & Company will engage <br />in an iterative process with the City and R&H to evaluate the range of alternatives for the project. <br />This process will identify and analyze three alignment alternatives and up to two (2) intersections <br />for future connections to existing streets (see Task 3 Initial Public Involvement and Coordination). <br /> <br />Incorporating the feedback received from the stakeholders meeting (see Task 3 below), H&C and <br />R&H will initially evaluate the alternatives for engineering issues and potentially significant <br />environmental impacts presented by each. Deliverable: The final results of this task will be an <br />alternatives comparison matrix and technical memorandum that will be used to develop the <br />alternatives analysis section of the EA that will describe the results of the alignment selection <br />process. <br /> <br />Task 3 Initial Public Involvement and Coordination <br /> <br />Hicks & Company will assist the City in carrying out informal communication, as appropriate, <br />with affected stakeholders including adjacent property owners. Once the constraints data have <br />been coli ected and mapped for the 1000 foot wide corridor. this infonnation will be presented at <br />a stakeholders meeting. This stakeholders meeting will serve as an early introduction to the <br />project for community leaders, and will involve them in the process of considering and <br />commenting on the possible alignment alternatives within the corridor. Following additional <br />analysis and coordination with TxDOT, a public meeting will be conducted. Hicks & Company <br />will attend these functions and provide support materials, as deemed appropriate, as well as handle <br />all organizational responsibilities, as necessary. R&H and H&C will prepare stakeholder meeting <br />presentation graphics. Follow-up responses to TxDOT, FHW A, the City, and citizen <br />comments/questions will also be provided in cooperation with City staff. <br /> <br />Task 3 also includes the attendance of eight (8) monthly meetings with the City during Phase 1. <br />Should circumstances require additional meetings, they will be charged at the rate shown on the <br />Cost Per Meeting attachment. As issues and constraints arise, the City will be provided with <br />updates at these meetings. <br /> <br />Deliverable: At the end of Phase 1, Hicks & Company <;\;11 prepare a summary of the analysis <br />conducted that will include a recommendation for a preferred alternative. Note: The preferred <br />alternative will not officially be determined until. the conclusion of Phase 2. <br /> <br />PHASE 1 DELlVERABLES: <br />Task 1: Technical Memorandum <br />Task 2: Technical Memorandum and Constraints Map for 1000' "ide corridor; <br />Alternative Alignments Comparison Matrix and Technical Memorandum <br />Phase 1 Analysis - Summary <br /> <br />PHASE 2: PREPARE DRAFT ENVIRONMENTAL ASSESSMENT <br /> <br />The results of Phase 1 will be incorporated into the Alternatives Analysis chapter of the EA (Task <br />5) describing the process of evaluating the conidor and identifying three alternative alignments. <br />Reasons for rejecting two alternative alignments and selecting one preferred alternative alignment <br />will be presented.
