<br />a result of initial coordination bern'cen the TxDOT-ENV alld the THe will be conducted under <br />an additional scope and budget. <br /> <br />Visual Resources - Visual resource impacts will be assessed for the proposed project alternatives. <br /> <br />Hazardous Materials - An electronic database search of potential hazardous materials sites will <br />be conducted, followed by reconnaissance-level field investigations to verify the location of <br />potential sites and to collect additional preliminary information. Hicks & Company will <br />incorporate this information into the EA, along with a discussion of potential impacts, based on <br />the best available information. If sites of concern such as leaking underground storage tanks are <br />identified, Hicks & Co. will recommend that a Phase I Environmental Site Assessment be <br />conducted. The City or a sub-consultant will be responsible for any full Phase I Environmental <br />Site Assessments that may be required. This scope alld budget does not include Phase I <br />Environmental Site Assessment. <br /> <br />Task 7 Field Investigations for Primary Alternatives <br /> <br />To supplement data collected during the constraints mapping phase (Task I), Hicks & Company <br />personnel will perform site visits as necessary for potential environmental constraints including <br />land use, socioeconomic issues, sensitive noise receptors, wetlands and other waters of the U.S., <br />recreational issues (Section 4[f]), hazardous materials sites (data search results verification), <br />cultural resources, and ecological and ,,;sual resources. These field investigations confirm the data <br />collected from remote sources, supplement information collected in the constraints phase, and <br />provide the detailed information necessary to accurately quantify impacts once the alternative <br />alignments are set. This scope of services does not include any threatened or endangered species <br />surveys or documentation and investigation (survey) of cultural resources required following initial <br />coordination with the Texas Historic Commission. If necessary, these additional surveys and <br />investigations will be conducted under a separate scope and budget. <br /> <br />Task 8 Public Involvement - Phase 2 <br /> <br />Hicks & Company will assist the City in carrying out informal communication, as appropriate, <br />with affected stakeholders induding adjacent property owners. In Phase 2, Hicks & Company <br />will participate in one public hearing. Hicks & Company will attend these functions and provide <br />support materials, as deemed appropriate, as well as assist with organizational responsibilities, as <br />necessary. R&H will prepare public hearing graphics. Follow-up responses to citizen <br />comments/ questions will also be provided to TxDOT, FHW A, and the City, as part of the EA. <br /> <br />Task 9 Report Preparation <br /> <br />The EA document will comply in all respects with NEP A and the guidelines of TxDOT and the <br />FHW A for preparing environmental documents. The analysis will address the adverse and <br />beneficial impacts of project construction and operation, and will also include secondary and <br />cumulative impacts. The impact analysis will be organized to facilitate equivalent comparisons <br />of alternatives, employing charts, tables, maps, and matrices as appropriate. Generalized <br />preliminary mitigation options will be emphasized where adverse impacts may potentially occur. <br />Report graphics will be prepared as needed to show the potential impacts of the proposed action <br />on various resources and how these impacts may be minimized andlor avoided through the EA <br />process. The accompanying fee estimate assumes that Hicks & Company will submit 5 copies of <br />a preliminary draft EA, 10 copies of a draft EA, and 10 copies of the final EA. After their <br />review, TxDOT ENV will submit the EA to the appropriate regulatory agencies at their discretion. <br />Deliverables: The Draft EA will be submitted following the public meeting and approval by the <br />City to proceed to Phase 2. Following approval by FHW A with a determination that the EA is <br /> <br />6 PAGE 6 OF 15 OF <br />EXHIBIT 1 <br />
