<br />All investigations will be conducted based on eXIstmg literature and mapped data, aerial <br />photographic interpretation, interactions with local and regional experts, and field reconnaissance. <br />Since this project is on new location access to retrieve site specific infonnation, private property <br />access will be required to perform detailed environmental investigations for various resource <br />categories. R&H will work with the City in contacting private property owners to obtain the <br />necessary right-of-entry to complete these investigations. <br /> <br />The Hicks & Company team assumes an Environmental Assessment that leads to the issuance of <br />a Finding of No Significant Impact by FHWA will fulfill the NEPA requirements for this project <br />(as opposed to an Environmental Impact Statement). This assumption is based on the <br />understanding that the City wants this environmental assessment cleared through TxDOT and <br />FHW A to allow this proposed project to be federally funded. <br /> <br />The hazardous materials database search conducted under this scope of work does not constitute <br />Phase I Environmental Site Assessment for hazardous materials. If a Phase 1 site assessment is <br />determined necessary, Hicks & Company will work with the City to identify appropriate <br />contractors to conduct these assessments for the City. <br /> <br />Based on information from the City at the time this fee estimate was developed, it was assumed <br />that this project will require three build alternatives but that the EA will require a complete <br />analysis of only one build alternative, the preferred alternative, and a No Build alternative. It is <br />also assumed that all three alternatives will be within one preferred conidor no wider than 1000- <br />foot and have the same beginning point on the southern terminus at Hunter Road. <br /> <br />The following tasks are not covered in this scope of work and mayor may not be necessary. If <br />necessary, these tasks would be conducted under additional scopes and budgets. <br /> <br />Threatened and Endangered Species Presence or Absence Surveys <br /> <br />Noise Monitoring or Additional Modeling and Noise Mitigation Analysis <br /> <br />Any Section 404 Permit that requires coordination with the Corps of Engineers and/or full <br />mitigation planning <br /> <br />DOT Section 4(t) Statement (Regular or Nationwide) <br /> <br />Full Unregulated Habitat Mitigation Planning (TxDOT-TPWD MOU) <br /> <br />Cultural resources documentation, surveys, investigations and reports required following <br />initial coordination with the Texas Historic Commission and photo documentation for <br />more that 20 historic structures <br /> <br />Any technical studies required as a result of modifications in project design alignment, or <br />alternatives proposed after submittal of the draft EA, or unusually lengthy or involved comment <br />response efforts will also require an additional scope of work and budget. <br /> <br />Hicks & Company assumes that requisite engineering information (costs, schematics, traffic data, <br />etc.) will be provided by R&H or the City in a timely manner. The draft EA will be submitted <br />to the City not less than 60 days after receiving final engineering information, including <br />schematics, for all alternative alignments or design options to be addressed in the EA.
