The study will include a geologic assessment for regulated activities, such as road building, as
required by the Texas Natural Resource Conservation Commission (fNRCC). Conclusions
from the investigation would be coupled with appropriate management recommendations,
which may include a more detailed Phase 2 investigation if warranted.

II. Scope of Work

The Scope of Work shall be deftned as the follo\\"ing three work periods: Pre-field
Research, Field Investigation, and Data Analysis/Report Preparation.

1. Pre-field Research
Pre-field research will include literature and mapping reviews, and consultation with
Hicks and Company, representatives of the City of San Marcos, and other geologists and
biologists as needed, in order to collect all existing reportS, descriptions, maps, air photos,
and! or other information relevant to the Project.

2. Field Investigation
The Project will search for and hydrogeologically evaluate any caves, karst or other
geologic features in the area where the proposed road is being considered for construction.
The search will roughly cover a JOO-m-wide area to allow for variations from the proposed
road's course and possible impacts from associated construction activities. A small amount of
excavation by hand may be conducted at the features if warranted to adequately evaluate
them. All features will be accurately located on a topographic map. If available, :Hlcks and
Company will provide an aerial photograph of the property, overlain with 1-2' interval
topographic contours.

3. Data Analysis/Report Preparation
The results of this project will be provided in a report to Hicks and Company, with
maps, recommendations, and other information as appropriate to the results. The repon will
include a stratigraphic column, a topographic site map with the location of the features, and a
geologic assessment table per TNRCC requirements.

III. Personnel, Rates, Schedule, and Budget

All fees are based on average market value of materials, travel, and of the particular
types and levels of services. Project personnel will include:
a) Dr. George Vern, project consultant, hydrogeologist, $75/hr;
b) Peter Sprouse, cartographer, $25/hr;
c) Four karst technicians, $25/hr/person.

The cost of the project will vary according to the number of features discovered, the
extent and nature of any caves discovered, and the subsequent assessment requirements.
Estimated costs for the Project total $14,500, as shown in the table below. The estimate is

PAGE 14 OF 15 OF
EXHIBIT 1
