Discuss measures that employ cost~ffective procedures for <br />implementing the project. <br /> <br />Weare confident that the library will be able to sustain a high level of public access to technology <br /> <br />and the Internet over the coming years. The library has a long and successful history of obtaining both <br /> <br />grants and private funds to develop its public access computer resources. <br /> <br />In the mid-1980's we received our first public-access computer through a grant from the Central <br /> <br />Texas Library System. In the late 1980's we obtained a federal grant to establish an Adult literacy and <br /> <br />GED tutoring program at the library. The tutoring program has offered computer-based instruction <br /> <br />throughout the twelve years it has been operational. <br /> <br />Shortly after we moved into our new library in 1994, we received a grant from the San Marcos <br /> <br />Civic Foundation to purchase six microcomputers for public use. In 1997 we obtained another donation to <br /> <br />purchase two computers which would provide public access to the Internet. In addition to this donation, <br /> <br />our local telephone company provided us with two free unlimited-use dial-access Internet lines. In 1998, <br /> <br />we were one of the initial recipients TIF funding to obtain T -I access to the Internet. Now we seek to <br /> <br />further enhance our computer facilities through the TIF LB4 grant program. <br /> <br />In addition to taking advantage of grant opportunities when they arise, the library has an active <br /> <br />Friends of the Library organization. This organization holds regular fundraisers and membership drives <br /> <br />in support of the library. Last year the Friends of the Library raised over $25,000 in support of library <br /> <br />programs. This year the Friends of the Library group will be providing the cash match required for our <br /> <br />LB4 grant. Next year we plan to have the Friends organization purchase MS Office software to install on <br /> <br />each of our public access workstations. <br /> <br />Finally, and most importantly, our city government has always shown strong support for the <br /> <br />library and its programs. Thanks to this support, the library is housed in a beautiful new building, is well- <br /> <br />staffed, and is able to offer outstanding services to the public. In addition to providing direct support for <br /> <br />our efforts, the city has an excel1ent MIS department, which provides tremendous technical, training, and <br /> <br />administrative support for the computer and telecommunication needs of the library. <br /> <br />TIFB Form!
