<br />The council shall cause all general .ordinances of the city to be <br />compiled and printed in code form. Every general ordinance enacted <br />subsequent to such codification shall be enacted as an amendment to the <br />code. For the purposes of this section general ordinances shall be deemed <br />to be those ordinances of a permanent or continuing nature which affect the <br />residents of the city at large. When adopted by the council, the printed codes <br />of general ordinances contemplated by this section shall be in full force and <br />effect without the necessity of such code or any part thereof being published <br />in any newspaper. The caption, descriptive clause, and other formal parts of <br />the ordinances of the city may be omitted without affecting the validity of such <br />ordinances when they are published as a code. Copies of the code shall be <br />furnished to city officers, placed in libraries and public offices for free public <br />reference and made available through electronic media and for purchase by <br />the public at a reasonable price fixed by the council. <br /> <br />MEASURE NO.6 <br /> <br />SHALL SUBSECTION (a) OF SECTION 3.17 OF THE CITY CHARTER BE <br />AMENDED TO READ AS FOLLOWS: <br /> <br />(a) The city council shall have the authority to expel any city <br />council member who is absent three (3) consecutive regular <br />city council meetings unless the council member has secured <br />permission, in advance, from the city council to be absent from <br />at least one (1) of the meetings; provided that any such action <br />for expulsion of a city council member shall require five (5) <br />affirmative votes of city council members. <br /> <br />MEASURE NO.7 <br /> <br />SHALL SUBSECTION (b) OF SECTION 7.01 OF THE CITY CHARTER BE <br />AMENDED TO READ AS FOLLOWS: <br /> <br />(b) All members of the commission shall be eligible to vote on all <br />matters coming before the commission, unless prohibited by <br />other provisions of law. <br /> <br />MEASURE NO.8 <br /> <br />SHALL SECTION 7.06 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec. 7.06. The master plan. <br /> <br />The master plan for the physical development of the City of San <br />Marcos shall contain the recommendations of the planning and zoning <br />commission for growth, development and beautification of the city. The <br />planning and zoning commission may recommend amendments to the <br />master plan to the city council after at least one (1) public hearing on the <br />proposed action. The council may amend the master plan after at least one <br />(1) public hearing on the proposed action. The council shall not act on any <br />amendment affecting the master plan unless and until a recommendation on <br />the amendment is received from the commission. <br /> <br />MEASURE NO.9 <br /> <br />SHALL SECTION 8.02 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec. 8.02. Preparation and submission of budget. <br />
