<br />The city manager, not less than thirty (30) days prior to the time the <br />city council makes its tax levy for the current fiscal year, shall file with the city <br />secretary a proposed budget, which shall provide a complete financial plan <br />for the fiscal year, and shall contain a budget message, explanatory of the <br />budget, which shall contain an outline of the proposed financial policies of <br />the city for the ensuing fiscal year, shall set forth the reasons for salient <br />changes from the previous fiscal year in expenditure and revenue items, and <br />shall explain any major changes in financial policy. <br /> <br />By June 30 of each year, after a public hearing, the city council shall <br />formulate a policy statement to be used by the city manager as direction <br />during the preparation of the proposed budget. <br /> <br />MEASURE NO. 10 <br /> <br />SHALL SECTION 8.11 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec. 8.11. Effective date of budget; certification; copies made available. <br /> <br />Upon final adoption, the budget shall be in effect for the fiscal year. <br />A copy of the budget, as finally adopted, shall be filed with the city secretary <br />and such other officials as may be designated by law. The final budget shall <br />be printed or otherwise reproduced and copies shall be made available for <br />the use of all offices, departments and agencies and for the use of interested <br />persons and civic organizations. <br /> <br />MEASURE NO. 11 <br /> <br />SHALL SUBSECTION (a) OF SECTION 12.02 OF THE CITY CHARTER BE <br />AMENDED TO READ AS FOLLOWS: <br /> <br />Sec. 12.02. Personal interest and code of ethics. <br /> <br />(a)(1) All elected and appointed officers of the city shall comply with <br />applicable requirements of state law pertaining to conflicts of <br />interest of local government officials. <br /> <br />(2) The code of ethics adopted by the city council under subsection <br />(b) of this section shall require annual disclosure by members of <br />city boards and commissions of their relevant substantial interests <br />in business entities and real property as defined under state law. <br /> <br />(3) No member of the city council, and no employee of the city shall <br />have a financial interest in the sale to the city of any land, <br />materials, supplies or service, outside of the person's position with <br />the city. Any person having such an interest shall be ineligible for <br />election as a city council member or appointment as an employee <br />of the city, and any city council member or employee who acquires <br />such an interest shall forfeit the office or employment. Any <br />violation of this provision with the actual or constructive knowledge <br />of the city council member or employee shall render the contract <br />voidable by the city manager or the city council. <br /> <br />This provision shall not apply to acquisitions of property by the <br />city as a result of eminent domain proceedings or the threat <br />of eminent domain proceedings. <br /> <br />MEASURE NO.12 <br />SHALL THE LAST SENTENCE OF SECTION 5.05 OF THE CITY CHARTER BE <br />
