14. Regular Meeting February 23, 1998 Page 2 Mayor Moore introduced for consideration three appointments to the Human Development Commission. There were no nominations. Council directed the Citizens Review Commission look at this Commission as soon as possible. Mayor Moore introduced for consideration two appointments to the San Marcos Electrical Board. Mr. Hernandez moved to appoint Ricky Cowan, which passed unanimously. Mayor Moore requested the other appointment be filled at the next Council meeting. Mayor Moore introduced for consideration an appointment to fill a vacancy as the Central Texas Library System Lay Representative. Mayor Moore moved to appoint Bill Mears, which passed unanimously. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCn.. OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 32.36 ACRE TRACT OF PROPERTY LOCATED AT TERMINUS OF LEAH AVENUE NEAR CENTRAL TEXAS MEDICAL CENTER AS FOLLOWS: TRACT 1: 16.78 ACRES FROM "DP-2" TWO-FAMn..Y DWELLING DISTRICT (MEDIUM DENSITY), "MF-4" MULTI-FAMn..y DISTRICT (HIGH DENSITY) AND "c" COMMERCIAL DISTRICT TO "MF-2" MULTI-FAMn.. Mayor Moore opened the public hearing and asked if anyone wished to speak. Larry McSpadden, stated he requested this zoning change at the City's request to comply with the City's aligning of Leah Avenue. He explained the plans for building roads and utilities and the interception between Medical Parkway and Leah A venue. There were no other speakers so Mayor Moore closed the public hearing. Mr. Cox moved for adoption of the Zoning Ordinance and Mr. Hart seconded the motion, which passed unanimously. OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE 4, WRECKERS, OF CHAPTER 90, VEHICLES FOR HIRE, OF THE CITY CODE TO DNIDE THE ARTICLE INTO TWO DNISIONS, ONE CONSISTING OF CURRENT REGULATIONS FOR POLICE DEPARTMENT- INITIATED TOWS; AND THE OTHER BEING A NEW DIVISION REGULATING THE RATES FOR NONCONSENT TOWS FROM PRIVATE PARKING FACn..ITIES; SETTING THE MAXIMUM AMOUNTS OF THESE RATES; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Mihalkanin seconded the motion. Bobby New, Doherty's Wrecker Service; Nancy Saucedo, Saucedo's Wrecker Service; and Mike Saucedo, Southwest Towing Service, stated several concerns with the regulations of fees, primarily cost of wrecker, insurance, and maintenance. Co!. Mike Dishman and Viola Stillman explained their concerns with the conduct of the wrecker drivers.
