There were no nominations. Council directed the Citizens Review Commission <br />look at this Commission as soon as possible. <br /> <br />Mayor Moore introduced for consideration two appointments to the San Marcos Electrical Board. <br />Mr. Hernandez moved to appoint Ricky Cowan, which passed unanimously. Mayor Moore <br />requested the other appointment be filled at the next Council meeting. <br /> <br />Mayor Moore introduced for consideration an appointment to fill a vacancy as the Central Texas <br />Library System Lay Representative. Mayor Moore moved to appoint Bill Mears, which passed <br />unanimously. <br /> <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCn.. Larry <br />McSpadden, stated he requested this zoning change at the City's request to comply with the <br />City's aligning of Leah Avenue. He explained the plans for building roads and utilities and the <br />interception between Medical Parkway and Leah A venue. There were no other speakers so <br />Mayor Moore closed the public hearing. Mr. Cox moved for adoption of the Zoning Ordinance <br />and Mr. Hart seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCn.. OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE 4, WRECKERS, OF CHAPTER 90, VEHICLES FOR <br />HIRE, OF THE CITY CODE TO DNIDE THE ARTICLE INTO TWO DNISIONS, <br />ONE CONSISTING OF CURRENT REGULATIONS FOR POLICE DEPARTMENT- <br />INITIATED TOWS; AND THE OTHER BEING A NEW DIVISION REGULATING <br />THE RATES FOR NONCONSENT TOWS FROM PRIVATE PARKING FACn..ITIES; <br />SETTING THE MAXIMUM AMOUNTS OF THESE RATES; INCLUDING <br />PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Mihalkanin <br />seconded the motion. Bobby New, Doherty's Wrecker Service; Nancy Saucedo, Saucedo's <br />Wrecker Service; and Mike Saucedo, Southwest Towing Service, stated several concerns with <br />the regulations of fees, primarily cost of wrecker, insurance, and maintenance. Co!. Mike <br />Dishman and Viola Stillman explained their concerns with the conduct of the wrecker drivers. <br />Charles Meeks, Nelson Center Property, stated his concerns with integrity of the property by <br />lowering the towing fees.
