105. 1 <br />Regular Meeting October 4, 2005 Page 7 <br />the future of San Marcos. On roll call for adoption of the Resolution, the <br />following vote was recorded: <br />AYE: Diaz, Guerrero, Narvaiz, Thomaides and Bose. <br />NAY: Mihalkanin and Taylor. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration adoption of an ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2004-2005 CITY BUDGET TO FUND EXPENSES RELATED TO <br />HURRICANE RITA EMERGENCY PREPARATIONS; AND DECLARING AN EMERGENCY. <br />Mr. Mihalkanin moved for adoption of the ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mr. O'Leary stated Staff is requesting City <br />Council appropriate $30,000.00 to fund expenses related to Hurricane Rita <br />emergency preparations. He stated the expenses are for overtime and <br />supplies, which will be submitted to FEMA for reimbursement. The Council <br />then voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2005-2006 CITY BUDGET TO PROVIDE FUNDING FOR THE WESTOVER <br />PAVING, DRAINAGE AND UTILITY IMPROVEMENTS PHASE II PROJECT; AND <br />DECLARING AN EMERGENCY. <br />Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. <br />Mihalkanin seconded the motion. Mr. O'Leary stated this budget amendment <br />is to provide funding for drainage utility improvements to the Westover <br />area. The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2, ARTICLE 4 OF THE CITY CODE BY ADDING A NEW <br />DIVISION 18 ESTABLISHING THE ECONOMIC DEVELOPMENT BOARD; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Mr. Bose <br />seconded the motion. Mr. O'Leary stated the previous Economic Development <br />Board was created through the contract, and the Council provided direction
