<br />Regular Meeting <br /> <br />October 17, 2006 <br /> <br />Page 6 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />MAKING APPOINTMENTS TO THE BOARD OF DIRECTORS OF THE HAYS CALDWELL <br />PUBLIC UTILITY AGENCY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Guerrero moved for adoption of Resolution and Mr. Mihalkanin seconded <br />the motion. Mr. Mihalkanin moved to amend the Resolution to include the <br />Board of Director appointments, and Mr. Guerrero seconded the motion. Mr. <br />Guerrero moved to appointment Tom Taggart, Mr. Mihalkanin moved to appoint <br />Rosie Vela, Mayor Narvaiz moved to appoint Dan O'Leary, Mr. Diaz moved to <br />appoint Mayor Narvaiz and Mr. Jones moved to appoint Laurie Anderson. The <br />Council then voted unanimously for the amendment. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced a public hearing and consideration of adoption of <br />an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />INCREASING THE MONTHLY RATE FOR RECYCLING CENTER SERVICES; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did so Mayor Narvaiz closed the public hearing. Mr. O'Leary <br />stated the City's contract provider for recycling has requested an increase I <br />of 6.46 percent to their fee. Green Guy provides recycling collection <br />services to all City residences and is currently in the 4th year of a 5 <br />year contract. Their increase request is based on the Consumer Price Index <br />(CPI) for urban wage earners and clerical workers (90%), and the "Gasoline" <br />index (10%). He stated Green Guy is citing higher costs of operations due <br />to increases in labor, materials, fuel, and supplies. If approved, the new <br />rate for City customers will be $0.55 per month, an increase of $0.03, and <br />the new rate will take effect on November 1, 2006. Mr. Thomaides inquired <br />to whether the contract includes recycling for apartment complexes. Mr. <br />O'Leary stated the contract is for curb side services and this does not <br />include apartments. Mr. Thomaides inquired to the number of years left on <br />this contract. Mr. O'Leary stated the contract will be up in 2008. The <br />Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING DIVISION 15 OF ARTICLE 3 OF CHAPTER 2 OF THE CITY CODE TO <br />CHANGE THE NAME OF THE CONVENTION AND VISITORS BUREAU BOARD TO THE <br />CONVENTION AND VISITOR BUREAU ADVISORY BOARD; AMENDING OTHER CITY CODE <br />SECTIONS TO CONFORM TO THIS CHANGE; CHANGING THE COMPOSITION AND <br />DUTIES OF THE BOARD; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EMERGENCY. <br /> <br />I <br />
