Regular Meeting October 17, 2006 Page 7 Mr. Jones moved for adoption of Ordinance on emergency and Mr. Diaz I seconded the motion. Mr. Taylor stated this ordinance incorporates amendments requested by the Area Chamber. He stated in general, the amendments place more authority and responsibility in the Chamber Board for administration of the Tourism Services contract, and place the CVB Board into a more advisory role. He also stated the composition of the CVB Board is proposed to increase from 11 to 13 voting members, with the Chamber Board Chair and a second outlet mall representative being added, and other changes in the wording of positions. Mr. Jones inquired to the change of the wording from owner/operator positions to owner/general manager or senior management. Mayor Narvaiz stated these changes will allow a local representative to serve, since some owners reside in other locations. Mr. Thomaides thanked the Chamber of Commerce for requesting a second outlet representative. The Council then voted unanimously for adoption of the Resolution. Mayor Narvaiz introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING DIVISION 18, SECTION 2.366, ANIMAL SHELTER ADVISORY COMMITTEE, OF THE CITY OF SAN MARCOS CODE OF ORDINANCES. I Mr. Guerrero moved for approval of Ordinance on first reading, and Mr. Mihalkanin seconded the motion. Mr. O'Leary stated the Council approved the agreement with Hays County and the City of Kyle for Animal Services. He stated this Ordinance is to amend the Advisory Committee to include a representative from Hays County and the City of Kyle. The Council then voted unanimously for approval of Ordinance on first reading. Mayor Narvaiz introduced for consideration adoption of Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AMENDMENT NO. 1 TO THE CONTRACT FOR RECYCLING CENTER AND CITY FACILITIES RECYCLING COLLECTION BETWEEN THE CITY AND GREEN GUY RECYCLING SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AMENDMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mr. Guerrero moved for adoption of Resolution, and Mr. Diaz seconded the motion. Mr. O'Leary stated the Council approved the Ordinance increasing the monthly rate for Recycling Services. He stated this Resolution is to amend the contract. The Council then voted unanimously for adoption of the Resolution.
