Mr. O'Leary stated the Land Development Code <br />authorizes Council to designate structures with historical, architectural <br />or cultural significance; suitability for preservation or restoration; and <br />educational value as local landmarks. He stated the local historic <br />landmarks come under the review authority of the Historic Preservation <br />Commission and the owner must give 180 days notice to the Commission before <br />the landmark is demolished, altered, remodeled, or relocated. During that <br />time, the Commission may issue a Certificate of Appropriateness for the <br />action, or recommend that Council authorize negotiations in an effort to <br />find a way of preserving the property. He stated the Historic Preservation <br />Commission recommended that Council adopt an Ordinance designating the <br />following city-owned buildings as Local Historic Landmarks: Commemorative <br />Air Force Hangar, Civil Air Patrol Building A, Civil Air Patrol Building B, <br />and the Graham Tower, which passed with a vote of 5-0. The recommendation <br />was reviewed by the Planning and Zoning Commission on November 29, 2005. <br />The P&Z voted 8-0 to recommend the Hangar and Graham Tower for landmark <br />designation, but to receive a recommendation from the Airport Commission <br />regarding the Civil Air Patrol buildings. Mr. O'Leary stated based on the <br />Airport Commission recommendation, the Planning and Zoning Commission voted <br />on March 14, 2005, to recommend only Civil Air Patrol Building A for <br />designation. The Airport Commission also recommended the demolition of <br />Civil Air Patrol Building B and the construction of a new metal shell <br />building. He stated most recently at its October 5th meeting, the <br />Historical Commission agreed to recommend Local Landmark designation for <br />Civil Air Patrol Building A, Commemorative Air Force Hangar and Graham <br />Tower. Mr. Mihalkanin stated he would like to save the Civil Air Patrol <br />Building A, Commemorative Air Force Hangar. Mr. Thomaides stated he would <br />like to see Civil Air Patrol Building B preserved. He also stated he feels <br />there should be an inspection to see if the buildings are usable and worth <br />preserving. The Council agreed by consensus to preserve the Commemorative <br />Air Force Hangar, Graham Air Control Tower and Civil Air Patrol Building A <br />as historic landmarks. Mr. Mihalkanin asked Staff to try to keep building <br />materials that are being removed from the other buildings in San Marcos. <br /> <br />I <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding the Hopkins Street Sidewalk <br />CDBG Project and direction to Staff. Mr. O'Leary stated the Hopkins Street <br />Sidewalk CDBG Phase 1 Project funding is short in the amount of $65,000.00. <br />He stated Staff recommends postponing the Staples Sidewalk Project until <br />next year's CDBG funding cycle and use money this year to pay for the <br />shortfall in the Hopkins Sidewalk Project. Richard Mendoza, Director of <br />Public Works, stated Phase 1 is for the sidewalk behind the Activity Center <br />over the river to the Parks Department and from the Parks Department to the <br />Activity Center along the street, but does not include the bridge. Mr. <br />Diaz stated he feels the Staples Project is more important than the Hopkins <br />Project right now due to the close proximity of Bowie Elementary.
