<br />Regular Meeting <br /> <br />October 17, 2006 <br /> <br />Page 9 <br /> <br />both sidewalk projects are needed. He inquired to whether there was <br />I another option. Mayor Narvaiz stated she feels the Staff should use the <br />funds from the Rio Vista Tennis Courts line item to finish the Hopkins <br />Sidewalk Project. She stated if the Council agrees with this option then <br />the funds can be to replaced next year. The Council agreed by consensus to <br />have Staff to provide the Council with the amount of funding allocated for <br />the Tennis Court project. <br /> <br />Mayor Narvaiz introduced a discussion regarding vegetation mats and <br />direction to Staff. Mr. O'Leary stated the Council asked for information <br />about the City's program of controlling vegetation mats in the San Marcos <br />River. Rodney Cobb, Director of Parks Department, stated the City has a <br />contract to physically push the mats downstream below the falls. The mats <br />primarily collect on the trestles at Hopkins Street and Rio Vista. He <br />stated two divers get in the water and break up the mats and float them <br />down piece by piece, but the divers do not clear the edges of the river and <br />stay away from the wild rice stands. Mr. Thomaides stated he would like to <br />discuss maintaining the vegetation mats upstream rather than downstream <br />during the Council Visioning Workshop. Mr. Diaz stated he agreed with Mr. <br />Thomaides. Mr. Cobb stated low river flow also contributes to the build up <br />of the vegetation mats. Mr. O'Leary stated he feels the vegetation mats <br />will need to be cleaned upstream and also push the mats from the lower part <br />IOf the river downstream. <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mr. Bose stated he would like to have a discussion <br />item agendized regarding Redwood area's utilities. <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.074, to discuss the evaluation of public officers (City <br />Attorney and City Manager) and the duties of a public officer (City <br />Attorney). The Council adjourned into Executive Session at 8:30 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 9:43 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided directions regarding the evaluation of the City Manager and City <br />Attorney. He stated the Council also provided directions regarding the <br />duties of the City Attorney. <br /> <br />The meeting adjourned at 9:44 p.m. on a motion made by Mr. Diaz and <br />seconded by Mr. Guerrero. <br /> <br />I <br />
