On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Narvaiz, Habingreither, Taylor and Mayhew. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Montoya and Tatum (Ms. Tatum filed disclosure affidavit-business <br /> entity with City Clerk.) <br /> <br />Mayor Habingreither introduced for consideration Item 24 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT WITH CARROLL SYSTEMS FOR THE REWIRING OF THE SAN <br />M-ARCOS POLICE DEPARTMENT BUILDING THROUGH THE STATE BUILDING AND <br />PROCUREMENT COPL~ISSION QISV PROGRAi~; AUTHORIZING THE PURCHASING <br />MANAGER TO EXECUTE CONTRACT DOCUMENTS WITH THE STATE ON BEHALF OF THE <br />CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mayhew moved for adoption of the Resolution, and Ms. Narvaiz seconded <br />the motion. Mr. Taylor asked for an update. Mr. O'Leary stated the <br />Police Department is currently in the process of linking with all fiber <br />optic lines in City buildings. He stated originally the bid was for under <br />$25,000.00 for the rewiring, and then with upgrading the cable to a <br />category 5e, the upgrade exceeded the $25,000.00 limit, which threshold <br />requires Council approval. The Council then voted unanimously for the <br />adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 25 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO SUBMIT A WATER RIGHT PEP~MIT <br />APPLICATION TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution, and Ms. Tatum seconded <br />the motion. Mr. Taylor stated he has had complaints from citizens who <br />refer to this as a mud hole. Mr. O'Leary stated this is a small reservoir <br />on Cheatham Street across from Rio Vista Dam. Mr. O'Leary stated this pool <br />of water is a wetland. Many years ago the City purchased an old water <br />system near San Marcos (Elim) that was in poor condition. We received a <br />fine on this water system and asked if the City could be relieved from the <br />fine. In lieu of payment of the fine, they requested the City establish a <br />wetland by the river which would serve as a pollution control by removing <br />various pollutants prior to entering the San Marcos River.
