<br /> <br />Draft 9-26-06 <br />City of San Marcos <br />City Council Information Resources Policy <br /> <br /> <br /> <br />1.General Policy Statements. <br />The City of San Marcos maintains information resources to <br />facilitate the accomplishment of tasks related to the City’s functions and services. The City <br />may restrict use of or access to City in keeping with these functions and services, and in <br />compliance with applicable laws and regulations. The City’s information resources are not a <br /> <br />public forum. <br /> <br /> <br />2.Purpose. <br /> The purpose of this Policy is to establish parameters for appropriate use of the <br />City’s computer and network resources by City Council Members. The City Council <br />recognizes that the City’s computer systems and network resources are valuable assets of the <br />City, and the City is obligated to protect these assets and ensure that uses made of these <br />assets are lawful and appropriate. This Policy is similar to the policy that applies to City <br /> <br />employees. <br /> <br /> <br />3.Definition. <br /> In this Policy, information resources means all desktops, laptops, mini- <br />computers, peripheral equipment, networks, servers, software, and data owned, leased, <br /> <br />licensed, operated, or contracted for by the City. <br /> <br /> <br />4.Applicability. <br /> This Policy applies to all City Council Members in the course of using City <br /> <br />information resources. <br /> <br /> <br />5.Appropriate Uses. <br />Council Members should use the City’s information resources primarily <br />in the performance of their official duties. Incidental personal use of City information <br />resources by a Council Member is permitted, as long as the use does not violate any <br />provision of this Policy or other applicable laws or policies, and does not result in any <br />unauthorized costs to the City. <br /> <br /> <br />6.Copyrights and Licenses. <br />Council Members must respect copyrights and licenses to <br />software, data, and other copyrighted information. <br /> <br /> Software Copying. <br />6.1.Software protected by copyright must not be copied into or from <br />City computers and networks, except as specifically allowed in the City’s license <br />agreements or otherwise permitted by copyright laws. <br /> <br /> Other Copyrighted Information. <br />6.2. In addition to software, all other copyrighted <br />information (text, images, icons, data, etc.) retrieved using computer or network <br />resources must be used in conformance with applicable copyright and other laws. <br />Copied material when used must be properly attributed. <br /> <br /> <br />7.Integrity of Information Resources <br />.
