<br />Draft 9-26-06 <br /> Modification of Equipment or Software. <br />7.1.Council Members should not modify <br />computer equipment or peripherals, or add software to or remove software from <br />computer equipment or peripherals, without approval of the City Information <br />Technology staff. <br /> <br /> Care of Equipment. <br />7.2. Council Members should exercise care to avoid loss of or damage <br />to City computer equipment or peripherals which are provided for their use. A Council <br />Member is personally responsible to the City for loss of and damage to City computer <br />equipment or peripherals provided to the Council Member. <br /> <br /> Damaging or Disruptive Software. <br />7.3. Council Members should not use software or data <br />files which damage or disrupt City information resources, including through use of the <br />Council Member’s own personal computer equipment. <br /> <br /> <br />8.User Names and Passwords. <br /> Each Council Member will be assigned a user name and <br />password. A Council Member should not use another person’s user name or password, or <br />permit the use of the Council Member’s user name or password by any other person, or <br />represent himself or herself as another user. <br /> <br /> <br />9.Unauthorized Access. <br /> Council Members should use only the information resources to <br />which they are expressly provided access, and they should not access or use, or attempt to <br />access or use, any other City information resources without authorization from the <br />Information Technology staff. Council Members should not attempt to circumvent any <br />security measure or administrative access control in the City’s information resources. A <br />Council Member is responsible for all computer and network activities using the Council <br />Member’s password. <br /> <br /> <br />10.Reporting Problems. <br />Council Members should report any defects or security problems <br />discovered in the City’s information resources to the Information Technology staff. <br /> <br /> <br />11.Email and Text Messages. <br />Council Member use of City information resources for email and <br />text message communications should reflect high ethical standards, mutual respect and <br />civility. Council Members should not use City information resources for email or text <br />message communications to transmit harassing, obscene, fraudulent, or threatening messages <br />or information. <br /> <br /> <br />12.Advertisements, Commercial and Political Use. <br />The City is a non-profit, tax-exempt <br />organization and, as such, is subject to specific federal, state and local laws regarding sources <br />of income, political activities, use of property and similar matters. The City also contracts <br />with other governmental other entities and must assure compliance with laws regarding the <br />use of City property and resources. Council Members should not use City information <br />resources to transmit commercial, personal, or political advertisements, solicitations, spam <br />mail, or promotions. <br /> <br /> <br />13.Management of Information Resources Access. <br /> The City Manager will manage access to <br />City information resources by City Council Members.
