<br />Draft 9-26-06 <br />the Information Technology Division of the need to issue user names and passwords, and <br />provide access for Council Members to networks, software, databases, and other City <br />information resources. <br /> <br /> <br />14.Review and Disclosure of Information. <br /> Information in the City’s information resources is <br />subject to review and disclosure under the Texas Public Information Act and other laws, and <br />in connection with security reviews, legal requirements (such as subpoenas and court orders), <br />computer system maintenance needs, audits, and other purposes required to protect the City’s <br />interests. Council Members should not expect privacy from disclosure in messages or other <br /> <br />uses of the City’s information resources. <br /> <br /> <br />15.Internet Usage. <br />The City provides Internet access as a tool for City officials and employees <br />to obtain information and resources for the benefit of the citizens of the City, to promote <br />research, data collection, and education, to enhance the operations of the City, to promote <br />partnerships, community involvement, and exchange of information and ideas, to provide <br />information about the activities and services of the City, and to provide City services that can <br />be delivered in an electronic form. Council Members should comply with all of the <br /> <br />following related to use of the Internet: <br /> <br /> <br />15.1.Internet access shall be used for lawful purposes only, and in compliance with all <br />applicable provisions of this Policy <br /> <br /> <br />15.2.Internet users shall not use City information resources to post harassing, obscene, <br />fraudulent, or threatening information on the Internet. <br /> <br /> <br />15.3.Internet users shall not use the Internet in a manner that disrupts the City’s information <br />resources, or other users, programs, software or equipment. Disruptions include, but are <br />not limited to: <br /> <br /> <br />15.3.1.Distribution of unsolicited advertising <br /> <br /> <br />15.3.2.Intentional propagation of computer worms or viruses or other debilitating <br />programs <br /> <br /> <br />15.3.3.Making unauthorized entry or access to any information resources <br /> <br /> <br />15.4.Internet users shall comply with accepted Internet protocols, practices and etiquette. <br /> <br /> <br />15.5.Internet users shall comply with rules in the City’s Code of Ethics, and with normal <br />and acceptable professional ethics when using Internet services. <br /> <br /> <br />16.Violations. <br /> The City Manager will inform the City Council of violations of this Policy by <br />a Council Member. The Mayor, or Mayor pro-tem as appropriate, will investigate the <br />circumstances and propose a resolution of the situation to the Council Member involved. <br />The Council Member involved may request a resolution of the situation by the full City <br /> <br />- 4 - <br /> <br />
