<br />;.; <br /> <br />3.9 Building Codes <br /> <br />I <br /> <br />In 2002-2003, the City of San Marcos began the process of updating from the 2000 <br />International Building Code to the Unified Development Code. Currently the City of San <br />Marcos has adopted the 2000 International Building Code Building and Fire Codes and the <br />National Electrical Code ] 999 (NEC ] 999). The City of San Marcos building codes and <br />enforcement policies have not been evaluated by the Insurance Services Office; therefore, there <br />has not been a Building Code Effectiveness Grading System (BCEGS) grade identified for the <br />City of San Marcos. The City has seven (7) full time inspectors that are cross trained for <br />Building and Fire inspections. <br /> <br />Hays County has adopted Life Safety 101 but like most Texas Counties, does not have legal <br />authority to adopt building codes. <br /> <br />None of the other incorporated communities in Hays County have adopted a building code and <br />therefore have not received a Building ~ode Effectiveness Grading System (BCEGS) grade. <br /> <br />The City of San Marcos has an elaborate building permit and inspection process with forms <br />and instructions posted on the city website at www.ci.san-marcos.tx.us. The City requires <br />payment of a $100.00/development acre site development permit fee required to initiate the <br />permit and inspection process. The City of San Marcos administers a $10.00 floodplain permit <br />fee. Based on the City of San Marcos Annual Report for 2002, the City conducted building and <br />fire inspections on new construction valued at $] 32,000,000. The City of San Marcos 2002 I <br />Building Permit breakdowns are: . <br /> <br />74% Apartments and Townhomes <br />] 4% Residential <br />6% Commercial <br />6% Repairs and Maintenance <br />0.27% Public Buildings <br /> <br />3.10 Floodplain Management Programs <br /> <br />Section 2.3.8 and Table 8 identifies the seven (7) Hays County communities that participate in <br />the NFIP. Each of the participating communities has adopted flood damage prevention <br />ordinances that meet FEMA's minimum NFIP requirements. The City of San Marcos, the <br />largest incorporated community in Hays County, has adopted Ordinance 98, "Floods", that <br />contains sections dated from 1970 through June] 5, ] 999. <br /> <br />The results of the April 25, 2003 City of San Marcos Community Assistance Visit (CA V), <br />conducted by the Texas Commission on Environmental Quality, revealed that no variances <br />have been issued by the City in the past four (4) years since Laurie Anderson, PE, Director of <br />Environmental and Engineering and the current Floodplain Manager, assumed her duties. The <br />City of San Marcos has been designated as a Community Rating System (CRS) Class 7 I <br />Community by FEMA.
