<br />Hays (nunl\ <br /> <br /> <br />() ,', <br /> <br />II <br /> <br />6.0 Draft an Action Plan (CRS Activity 511.8.) <br /> <br />The Hays County Mitigation Planning Committee developed a range of twenty-seven (27) <br />mitigation actions to address the eight (8) major hazards identified and to be implemented as <br />part of the Hays County Mitigation Plan. The Planning Committee identified a range of at least <br />two (2) mitigation actions to address each hazard. Several mitigation actions address multiple <br />hazards and explained in more detail in each hazard summary below. <br /> <br />The mitigation actions were grouped as follows: <br /> <br />Hazard or Action Classification <br />Flooding F <br />Drought D <br />Emergency Preparedness E (addresses multiple hazards) <br />HAZMA T Incident H <br />Transportation Accident (Included in HAZMA T Incident) <br />Fire (Wildfire and Urban Fire) Fire <br />Tornado T <br />High Wind (Included in Tornado) <br />Extreme Heat Heat <br /> <br />I <br /> <br />The results of the public questionnaire posted on both the Hays County and City of San Marcos <br />websites in July 2003 assisted the Mitigation Planning Committee in evaluating the Mitigation <br />Action Items and ranking them in priority order based on a cost-benefit analysis. <br /> <br />Cost-Benefit Analysis to prioritize Mitie.ation Actions <br /> <br />Using a priority system based on a cost-benefit analysis and greatest need, the Hays County <br />Mitigation Planning Committee identified twenty-seven (27) proposed mitigation actions to <br />address the eight (8) major hazards that were identified as Substantial and Major in Severity <br />and Highly Likely and Likely in Frequency. The Mitigation Planning Committee selected the <br />nine (9) Flood Damage Reduction Actions, F- 1 through F-9, as the highest priority mitigation <br />actions for Hays County and participating communities. Emergency Preparedness Mitigation <br />Actions EI through E6 address all actions regardless if they were major or not and were ranked <br />as 2nd highest priority group and most likely to receive project funding from outside sources <br />such as FEMA, TxDEM and others. The next highest mitigation action priority groups ranked <br />by cost-benefit were HAZMA T Incident and Transportation Accident Reduction Action HI <br />and H2; Wildfire and Urban Fire Reduction Action Fire 1, 2, 3, and 4; Tornado, Hail, <br />Lightning Strike and High Wind Reduction Actions Tl and T2; Drought Reduction Mitigation <br />Actions, D-I and D-2; and finally Extreme Heat Mitigation Actions (Heat-l and 2).
